Danylo Lubskivsky: Government of Ukraine introduces consolidated information on economic ramifications of the Russian aggression

Kyiv, February 17, 2015. Ukraine has suffered tremendous human, economic and territorial losses because of the military aggression of the Russian Federation. Ukraine’s central and regional authorities provided information to create the “Kremlin’s Black Book” about economic and infrastructural ramifications of war. Danylo Lubkivsky, advisor to the Prime Minister of Ukraine, told this during the press-briefing at Ukraine Crisis Media Center. “This book is available in English, Ukrainian, Russian, German and French. We will spread this information among foreign embassies, as well as our partners and international organizations,” Mr. Lubskivsky said.

According to the Ukrainian government, more than 5,000 people died and 11,000 got wounded during the conflict in eastern Ukraine. Almost 1 million of internally displaced persons have registered by February 2; 103,000 requested medical help, and 25,000 of them were hospitalized. “The Government of Ukraine provided 416.6 million hryvnias for insurance payments to these people who suffered from the terror of pro-Russian militants,” Mr. Lubskivsky noted.

Ukrainian industries in Donbas have suffered the most from the Russian aggression. Ukraine’s metallurgy enterprises lost around 40 billion hryvnias in 2014. The coal output has dropped by 35%, since more than 2/3 of coalmines are located on the temporarily occupied territories. More than 9,500 apartment buildings and private households, as well as the entire transport infrastructure, in Donetsk and Luhansk regions have been devastated.

The Russian annexation of Crimea and military aggression in Donbas destroyed around 20% of Ukraine’s economic potential. Thus the state budget did not get 23 billion hryvnias, 9.8 billion from the Crimea and Sevastopol and 13.2 billion from from Donetsk and Luhansk regions. Mr. According to Lubkivsky, the occupation government of Crimea seized about 4,000 enterprises on the peninsula. The overall sum of losses is estimated to be 1,180 billion hryvnias. “The numbers for today could be even higher. Kremlin’s Black Book will supplement lawsuitss that Ukraine is going to file the international courts. We will bring Putin’s regime to justice,” Mr. Lubskivsky concluded.
