UN Human Rights Office to release a new report on the human rights situation in territory of Ukraine occupied by the Russian Federation

Danielle Bell, Head of the UN Human Rights Monitoring Mission in Ukraine (HRMMU), will present the findings of a new report on the human rights situation in occupied territory during a press conference on Wednesday, 20 March 2024, at 14.00 Kyiv time (12:00 UTC) at the Ukraine Crisis Media Center (2 Khreshchatyk Street, Kyiv).

The report, which is based on more than 2300 interviews with victims and witnesses, describes how the Russian Federation used violent and repressive measures against people in occupied territory and unlawfully imposed Russian systems of law and administration, including citizenship, courts and educational curricula. It details steps taken to suppressing expressions of Ukrainian culture and identity, particularly among children. It also discusses the aftermath of occupation, including the challenges for social cohesion. 

The report covers the period from 24 February 2022 to 31 December 2023.

The press conference will be conducted in English, with interpretation provided in Ukrainian and sign language.

A live stream of the event, along with recording, will be available in both English and Ukrainian. Those watching the conference online will have the opportunity to ask questions in a chat box.

Background: The UN Human Rights Monitoring Mission in Ukraine (HRMMU) has monitored the human rights situation in the country for over a decade, issuing regular reports. Since the full-scale armed attack by the Russian Federation against Ukraine on 24 February 2022, HRMMU has focused on the human rights impact of the war, documenting violations of international human rights law and international humanitarian law.
