DOBRE is now in the process of guiding community stakeholders through a participatory strategic planning process that engages citizens, identifies issues, allocates resources, and creates and implements programs that address priority needs of the communities.<\/p>\n<p>Using the Strategic Planning process as a framework, DOBRE will provide practical trainings and consulting services so that community leaders develop the skills needed to implement their Strategic Plans and programs.\u00a0 The knowledge, practical skills, and learning tools and approaches used will be institutionalized within Ukrainian educational institutions and other local government service organizations so that developing communities will continue to have access to needed services in the future.\u00a0 DOBRE is now seeking a number of:<\/p>\n<p style=\"text-align: center;\"><strong>LOCAL GOVERNMENT SUPPORT ORGANIZATIONS (LGSOs)<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>to assist delivery of trainings, consulting and advisory services <\/strong><\/p>\n<p style=\"text-align: center;\"><strong>\u201cImprove the Delivery of Public Services of Amalgamated Territorial Communities\u201d in <\/strong><\/p>\n<p style=\"text-align: center;\"><strong><em>Kharkiv, Dnipropetrovsk, Kherson, Kirovohrad, Mykolayiv, Ivano-Frankivsk <\/em><\/strong><strong>and<em> Ternopil Oblasts<\/em>.<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>This opportunity is open to any organization that provides training, education, consulting, research or advisory services to municipal governments.\u00a0 Examples of eligible organizations include:<\/p>\n<ul>\n<li>Educational institutions, including universities; academies; institutes; business schools; professional schools and continuing education providers;<\/li>\n<li>Training and consulting companies;<\/li>\n<li>Non-Governmental Organizations (NGOs), Associations, Think Tanks or Consortiums.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Applying organizations should have experience or be able to demonstrate the capacity to support communities located in one or several of DOBRE\u2019s seven targeted oblasts.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol>\n<li><strong> DOBRE Project Description<\/strong><\/li>\n<\/ol>\n<p>Many leaders of Amalgamated Territorial Communities lack the capacity to fulfil their new responsibilities resulting from decentralization and consolidation. Through a series of trainings and consultations, DOBRE will help these community and municipal leaders to develop this capacity and effectively apply new knowledge and skills to improve their community.<\/p>\n<p>DOBRE\u2019s Consortium comprised of international and Ukrainian organizations, led by Global Communities, unites a broad set of expertise and practical experience in decentralization and community development. Global Communities\u2019 model for community-driven development provides a framework for DOBRE\u2019s overall approach and assistance activities.<\/p>\n<p>This Consortium wishes to partner with multiple Ukrainian educational institutions, NGOs, associations and other organizations to deliver a series of practical trainings, on-site consultations, and community engagement activities that result in Strategic Development Plans. The community-driven strategic planning processes will result in the creation of \u201caction plans\u201d and tailored projects that improve public services, stimulate economic development, and increase the quality of life in the communities. \u00a0\u00a0The successful projects and results achieved will serve as models and motivation for other communities working to improve services and the quality of life for their citizens.<\/p>\n<p>DOBRE is now searching for a number of highly qualified and experienced <strong>LOCAL GOVERNMENT SUPPORT ORGANIZATIONS (LGSOs)<\/strong> that have the capacity to train and advise communities in DOBRE targeted Oblasts in the area of <strong>PUBLIC SERVICE DELIVERY IMPROVEMENT<\/strong>.\u00a0\u00a0 Trainings will be designed to enable leaders of municipalities, service companies, and citizens to work together in creating Service Delivery Improvement Plans or SDIPs.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Service Delivery Improvement Plans<\/strong> are created to guide credible, effective and realistic actions that continually improve the quality and access of public services by applying \u201c<em>People First Principles\u201d<\/em> of citizen consultation, service standards, access, courtesy, openness and transparency, redress and value for money.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>As a result of the various assistance activities, the participating amalgamated territorial communities will improve their public services while the selected LGSOs will improve their capacity to provide assistance to the municipal governments in the future.<\/p>\n<p><strong>III. \u00a0\u00a0 Scope of Work and Deliverables<\/strong><\/p>\n<p>Using an open and competitive process, DOBRE will select multiple LGSOs capable of providing newly Amalgamated Territorial Communities (ATCs) training, advisory and other tasks and activities described below.<\/p>\n<p>&nbsp;<\/p>\n<p>DOBRE is working with communities located in the Ukrainian Oblasts of Kharkiv, Dnipropetrovsk, Kherson, Kirovohrad, Mykolayiv, Ivano-Frankivsk and Ternopil.<\/p>\n<p>&nbsp;<\/p>\n<p>In submitted application, applying LGSOs should:<\/p>\n<ul>\n<li>Clearly identify and describe how they propose to complete the described activities providing samples of work and references (clients\/participants) demonstrating their competence for each activity or service they propose, and:<\/li>\n<li>Identify which Oblasts they propose to deliver the activity or service as justified by their experience and demonstrated outreach capacity to provide the services to ATCs in selected Oblasts.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Note:\u00a0 Selected LGSOs will be required to participate in preparatory discussions and \u201cTrain-the-trainer\u201d sessions in Kyiv and\/or DOBRE Regional Offices in Dnipro or Ternopil prior to the delivery of all or some of the Tasks. Selected LGSOs also will be invited to participate in Strategic Planning activities conducted in assigned communities (which will be organized and led by other DOBRE Consortium members).<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Improving Public Service Delivery<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Task 1: Establish <strong>Service Delivery Improvement working groups<\/strong> and guide their efforts to collect and organize data related to public service delivery and customer satisfaction.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Task 2: Design and conduct a series of public <strong>Service Delivery Improvement Plan (SDIP) trainings<\/strong> \u2013 creating materials and delivering learning activities (study tours\/seminars\/etc.) &#8211; to develop the capacity of municipal leaders and public service providers to create and implement Service Delivery Improvement Plans (SDIP).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Task 3: Conduct <strong>citizen interviews and surveys <\/strong>to collect information needed to assess the quality of public services, raise community awareness of what can be done to address priority issues, and guide efforts to improve them.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Deliverables<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>In each assigned DOBRE partner community, selected LGSOs will be expected to produce deliverable(s) related to the specific Task(s) described above that the LGSO will conduct:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>Comprehensive Service Delivery Improvement Plan Training program(s) \u2013 materials developed, practical workshop(s), seminars<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>Service Delivery Improvement working group(s) creates public services data base<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li>Citizen public service quality survey(s) completed<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Other Expectations<\/strong><\/p>\n<p>LGSOs representatives will be expected to participate in 1-day \u201cTrain the Trainer\u201d session in Kyiv and work in partnership with DOBRE\u2019s international and local experts in the delivery of assistance activities or \u201cTasks\u201d they are selected to deliver.<\/p>\n<p>Selected LGSOs will also be asked to conduct an organization \u201cself-assessment\u201d and describe their strategy to improve their organizational effectiveness and advance their capacity to deliver similar services after completion of the DOBRE program period.<\/p>\n<p>The contractual agreement with each selected LGSO will list their planned Tasks, identify in which city(s) they will be delivered, and provide target dates for their completion.<\/p>\n<p>In addition, the LGSOs will:<\/p>\n<ul>\n<li>Submit to DOBRE a listing of key management, staff members, and training consultants<\/li>\n<li>Provide qualification and training experience information for individual trainers and consultants they intend to mobilize for DOBRE activities.<\/li>\n<li>Embrace community engagement practices and build cooperative relationships with the communities assisted.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong> Schedule<\/strong><\/li>\n<\/ol>\n<p>The general timeline of activities by category is provided below. Selection criteria will be applied equally in each oblast.<\/li>\n<\/ul>\n<p><strong>Evaluation: <\/strong>The selected LGSOs will be those best positioned to contribute to the successful implementation of DOBRE Tasks (activities and services) while demonstrating a high potential for increasing their capacity to deliver similar services long after DOBRE\u2019s completion.\u00a0 The evaluation and selection of LGSO applicants will be based on:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>Stated and demonstrated mission of applying organization<\/li>\n<li>Type and quality of services previously (or currently) provided to ATCs, municipalities or other similar entities\/organizations<\/li>\n<li>Demonstrated quality of training products, research and other services<\/li>\n<li>Described approach to implement proposed DOBRE Tasks proposed<\/li>\n<li>Training\/consulting personnel (on-staff and contracted history)<\/li>\n<li>Geographic presence and outreach ability<\/li>\n<li>Proposed Budget\u00a0<a href=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2017\/02\/Budget-of-Proposal-1.xlsx\">Budget-of-proposal<\/a><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>DOBRE\u2019s evaluation committee will review and evaluate all applications received prior to the stated deadline. The final total score for each LGSO will be the summation of the scores of indicators given by each evaluation committee member for each answer in ATC\u2019s proposal.
