On July 12, Russia-backed militants violated the ceasefire 11 times.<\/p>\n\n\n\n<p>At dawn, in the North of the combat zone, Russia\u2019s proxies shelled the outskirts of Novotoshkivske with 152-mm artillery and fired upon the Ukrainian troops\u2019 positions in Orikhove and Krymske from 120-mm mortars. They also fired near Khutir Vilnyi.&nbsp;<\/p>\n\n\n\n<p>In the early hours, in the area of responsibility of the operational-tactical command \u201cSkhid\u201d (East), Russia-backed militants fired upon the outskirts of Avdiivka from 122-mm artillery and 120-mm mortars, grenade launchers and small arms.<\/p>\n\n\n\n<p>Another blatant violation \u2013 an incident of the use of Minsk-proscribed weapons, was recorded near Opytne where Russia\u2019s proxies fired from 120-mm mortars and antitank grenade launchers. They also fired upon Ukraine\u2019s Joint Forces positions near Maryinka and Kamianka from grenade launchers, heavy machine guns and small arms.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>What happens in the Minsk-based negotiation process on Donbas?<\/strong><\/p>\n\n\n\n<p>Most\u00a0recent\u00a0Normandy format meeting took place in early July and came in the spotlight despite seemingly being a regular gathering of political advisors that neither produced a communiqu\u00e9, nor recorded a breakthrough. For 11 hours, the meeting participants were in try to reach a compromise on implementation of what was agreed at the\u00a0<a href=\"https:\/\/www.president.gov.ua\/en\/news\/zagalni-uzgodzheni-visnovki-parizkogo-samitu-v-normandskomu-58797\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\">Paris meeting<\/a>\u00a0of the Normandy Four. The final document sets immediate security and humanitarian measures that must precede the discussion on political settlement. Maria Zolkina, analyst at the Ilko Kucheriv Democratic Initiatives Foundation\u00a0<a href=\"https:\/\/www.eurointegration.com.ua\/articles\/2020\/07\/10\/7112005\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\">explains<\/a>\u00a0the negotiations in detail, we herewith quote her main points.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p><strong>Back to the classic Normandy format.&nbsp;<\/strong>Activities resuming within the Normandy format is an important and positive trend of the past months. While the new meeting of the Normandy Four leaders remains unrealistic until a definite agreement on the settlement is reached, Kyiv is trying to prevent the dialogue cutoff.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>In the first months of 2020, the informal communication channel between Yermak and Kozak took the lead. Since April there has been a gradual return to the classic Normandy formula: Kyiv \u2013 Berlin \u2013 Paris on the hand, and Russia with its \u201cinterpretations\u201d of the Minsk agreements on the other.&nbsp;<\/p>\n\n\n\n<p><strong>Kyiv\u2019s new tactics.&nbsp;<\/strong>Negotiation tactics that Kyiv undertook after the idea to set the Advisory Council failed, is worth separate mention. In parallel to intensifying the Normandy channel, it kept re-adjusting tactical steps in Minsk, particularly, included internally displaced persons in the political subgroup. While it will not \u201cscore\u201d as Ukraine\u2019s implemented paragraph of the Minsk agreements replacing consultations with representatives of the occupied territories, the step reinforces Kyiv\u2019s diplomatic position.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Back to the idea \u201csecurity comes first\u201d.&nbsp;<\/strong>Generally, April marked gradual return to the approach \u201csecurity comes first\u201d that was de facto made secondary amid active tries to achieve a consensus with the Kremlin. In contrast to the active discussion last spring around the prospects of establishing the Advisory Council, negotiations are now less intense both within the political subgroup and around the political settlement as such.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Furthermore, Russians started presenting new demands that deliberately shift the negotiations further towards the dead-end. One of them is the idea to \u201ccross out\u201d Ukrainian internally displaced persons from what was dubbed the \u201cLaw on the special status\u201d. Russia and its proxies suggest not to include the displaced in reintegration process of the occupied territories, emphasizing that creating conditions for their return is worthless, as if they never existed.&nbsp;<\/p>\n\n\n\n<p><strong>SMM OSCE.&nbsp;<\/strong>Full-fledged work by the OSCE Special Monitoring Mission has become even more difficult than four-five months ago. Allegedly due to the coronavirus restrictions, monitoring and travel of the mission monitors in the temporarily occupied territory is nearly stalled.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Nevertheless, it\u2019s precisely Russia\u2019s slackening within the Trilateral Contact Group and in the Normandy format that contrast Ukraine\u2019s constructive and well-balanced position. Even though it might not lead to immediate progress in the Minsk process, it at least builds a foundation for more serious twists and changes in Kyiv\u2019s strategy, paving the way to suggestions to reconsider the Minsk agreements, de facto freeze the situation and their implementation.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>MH17: the Netherlands to take Russia to European Court of Human Rights<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"690\" height=\"387\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 690 387'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17.png\" alt=\"\" class=\"lazyload wp-image-121270\" data-srcset=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17.png 690w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17-300x168.png 300w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17-192x108.png 192w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17-384x216.png 384w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17-364x205.png 364w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17-561x315.png 561w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/07\/MH-17-608x341.png 608w\" data-sizes=\"(max-width: 690px) 100vw, 690px\" \/><\/figure>\n\n\n\n<p>The Netherlands will take Russia to the European Court of Human Rights over its alleged involvement in downing of MH17 flight over Donbas.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;Netherlands&nbsp;will&nbsp;make&nbsp;available&nbsp;to&nbsp;the&nbsp;court&nbsp;all&nbsp;information&nbsp;on&nbsp;MH17&nbsp;downing&nbsp;they&nbsp;have, the Dutch government reported.&nbsp;\u201cBy submitting this inter-State application, the Netherlands stands by all 298 MH17 victims, of 17 different nationalities, and their next of kin,\u201d the statement reads.<\/p>\n\n\n\n<p>\u201cAchieving justice for 298 victims of the downing of Flight MH17 is and will remain the government\u2019s highest priority,\u201d said Dutch foreign minister Stef Blok. \u201cBy taking this step today \u2013 bringing a case before the ECtHR and thus supporting the applications of the next of kin as much as we can \u2013 we are moving closer to this goal.\u201d<\/p>\n\n\n\n<p>\u201cThe government attaches importance to continuing the meetings with Russia on the matter of state responsibility. The proceedings were started following the requests submitted by oligarch Ihor Kolomoyskyi.\u00a0<\/p>\n\n\n\n<p>\u201cFollowing an application submitted by an \u2018ordinary person\u2019 named Kolomoyskyi, the Office of the Prosecutor General registered four criminal proceedings against Petro Poroshenko. (\u2026) Claims by Kolomoyskyi obviously concern PrivatBank,\u201d the lawyer explained.<\/p>\n\n\n\n<p>Holovan added that it is yet \u201canother confirmation demonstrating whom the Office of the Prosecutor General and actual authorities cooperate with over organizing politically motivated persecutions.\u201d<\/p>\n\n\n\n<p>\u201cIt is the first incident featuring Ihor Kolomoyskyi in person. It signals a new stage in all these proceedings. It links perfectly well to all developments around the resignation of the National Bank governor. It links perfectly well to trials on the return of PrivatBank to Kolomoyskyi and his allies,\u201d lawyer Illya Novikov added.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>How Ukraine is fighting COVID-19<\/strong><\/p>\n\n\n\n<p>As of July 13, Ukraine reports 54.133 confirmed coronavirus cases. Total number of the country\u2019s fatalities from COVID-19 reached 1.398.&nbsp;<\/p>\n\n\n\n<p>Over 26 thousand cases are currently active, and over 26 thousands patients have recovered. Ukraine recorded 612 new coronavirus cases in the past day, the tally includes 52 children and 68 healthcare workers infected.
