Massive strikes at country\u2019s most important industrial objects and even state&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/www.bbc.com\/news\/world-europe-53796436?fbclid=IwAR1bPzsiyJMw8HvZoafTSOnDRxlwVwsLHZTHHHga6n-I6XS5E39t3Qzt26s\" target=\"_blank\">television<\/a>&nbsp;\u2013 major mouthpiece of government propaganda &#8211; contribute to regime deterioration no less than the&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/www.theguardian.com\/world\/2020\/aug\/16\/belarus-prepares-for-biggest-protest-yet-after-week-of-anger\" target=\"_blank\">largest<\/a>&nbsp;protest in history of Belarus. Lukashenka, however, is unwilling to step back and his messaging is more than explicit: on August 17 he&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/www.belta.by\/president\/view\/lukashenko-my-proveli-vybory-drugih-vyborov-ne-budet-403091-2020\/?fbclid=IwAR3JwPqaciiDJ0LOIjX2rxWYB2lYrs7POaRAQNCQ0JNwDj6Ad1ENQBsm-zU\" target=\"_blank\">announced<\/a>&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p><em>We\u2019ve had election. You will not have another one unless you kill me<\/em>. <\/p><cite>Alyaksandr Lukashenka<\/cite><\/blockquote>\n\n\n\n<p>And as the growing number of European states rejects the results of rigged vote,&nbsp;<strong>Lukashenka\u2019s dedication to remain the ruler of Belarus pushes him even closer to a neighboring dictatorship \u2013 Russia.&nbsp;<\/strong><\/p>\n\n\n\n<p>Kremlin has openly&nbsp;<a href=\"http:\/\/kremlin.ru\/catalog\/countries\/BY\/events\/63894\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\">stated<\/a>&nbsp;its readiness to \u201cfacilitate solving the problems\u201d in the republic, citing its obligations under the Union State treaty and also referring to the Collective Security Treaty Organization (CSTO) both states are members of. These claims imply&nbsp;<strong>Moscow\u2019s willingness to use force<\/strong>&nbsp;\u2013 or at the very least the declaration of this willingness. While many consider Russian invasion camouflaged as \u201cbrotherly assistance\u201d unlikely due to its potential cost, it remains a valid option for Putin. Annexation of Crimea was also deemed unlikely in 2014, but Kremlin decided its imperial ambitions and dwindling support for Putin were more important than potential response from the international community.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><a href=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/4111-scaled.jpg\"><img loading=\"lazy\" width=\"1024\" height=\"614\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1024 614'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/4111-1024x614.jpg\" alt=\"Belarus protests in Minsk. Meanwhile,&nbsp;<strong>Putin\u2019s approval numbers<\/strong>&nbsp;that have been consistently&nbsp;<a href=\"https:\/\/meduza.io\/news\/2020\/07\/29\/levada-tsentr-zafiksiroval-minimalnyy-s-2017-goda-protsent-rossiyan-doveryayuschih-putinu\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\">decreasing<\/a>&nbsp;since 2017&nbsp;<strong>hit a new low<\/strong>&nbsp;in 2020 \u2013 only 23% of Russians trust him. Moreover, while the costs of hybrid invasion would be very painful against the backdrop of economic crisis, the context of bilateral relations balances them to a certain degree. Lukashenka might have been reluctant to pursue in-depth integration under the Union State treaty and has made a number of timid attempts to pursue relations with the West as a counterbalance to Russia, but&nbsp;<strong>the formalities of Union remain valid<\/strong>&nbsp;and can be used by Kremlin as an excuse.&nbsp;<strong>So does the CSTO factor<\/strong>. Designed as Russia-led opposition to NATO, it has never been an active contributor to the regional security, but back in 2009 Moscow&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/odkb-csto.org\/news\/smi\/vooruzhenie_dlya_zashchity_stranam_vkhodyashchim_v_odkb_pomogut_otrazit_agressiyu\/\" target=\"_blank\">ratified<\/a> the Protocol on the mechanism for providing military-technical assistance to the member-states.<\/p>\n\n\n\n<p>Lukashenka\u2019s accusations of foreign meddling, eagerly&nbsp;<a href=\"https:\/\/uacrisis.org\/en\/key-disinfo-messages-on-belarus-protests\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\">echoed<\/a>&nbsp;by Russian state-controlled television, and his recent rhetoric&nbsp;<strong>blaming NATO for the troop build-up<\/strong>&nbsp;next to Belarusian borders (which the Alliance has&nbsp;<a href=\"https:\/\/www.dw.com\/ru\/nato-otvergla-zajavlenie-lukashenko-o-narashhivanii-sil-u-granicy-belarusi\/a-54587952\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\">denied<\/a>) pave wave for potential military assistance from Moscow. Increasing&nbsp;<strong>labeling of protesters as radical nationalists<\/strong>&nbsp;also contributes to getting the audience ready for such turn of events. Russian invasion is still an option \u2013 and it might not be Putin\u2019s first choice, but it should not be dismissed as impossible.&nbsp;<\/p>\n\n\n\n<p>The costs, however, would indeed be high, so it should be considered a last resort. Kremlin has other ways not to let Belarus out of its grip. Putin\u2019s regime cannot tolerate pro-democracy movements in the neighboring states, since they might give Russian population the wrong idea, so&nbsp;<strong>it very well may resort to assisting Lukashenka indirectly<\/strong>. Such assistance may include sending Russian law enforcement \u2013 not military &#8211; without insignia to Belarus to support the local police, which becomes increasingly discouraged to suppress the civic unrest. Majority of violence ceased approximately 5 days ago and in some cases law enforcement expressed solidarity with the protesters. Considering that civic unrest was not localized, there was little room for regime to maneuver and redeploy the units to areas where people are unfamiliar to the police and it is easier to violently suppress them. Ministry of Interior has already attempted to&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/fedpress.ru\/news\/eastern-europe\/policy\/2558904\" target=\"_blank\">reassure<\/a>&nbsp;the public that misuse of police power will be investigated and Lukashenka even&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/www.dw.com\/en\/belarus-lukashenko-hints-at-new-elections-after-constitutional-change\/a-54594736\" target=\"_blank\">claimed<\/a>&nbsp;that he might consider the possibility of new elections, provided that there is a referendum on constitutional amendments in Belarus. Given the history of his regime, neither promise is likely to be implemented fully and transparently, but they are a way to dilute public dissatisfaction and discourage the least motivated groups from further supporting the protests. Additionally, a pro-government rally was organized approximately a week after the protests started \u2013 reportedly, a part of participants was&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/news.liga.net\/world\/news\/smi-v-minsk-na-miting-za-lukashenko-svozyat-byudjetnikov-video\" target=\"_blank\">forced<\/a>&nbsp;to come under the threat of losing their jobs. There is no evidence that these or any other ideas were suggested by the Russian political technologists \u2013 although pro-Russian politicians in other states often involve them. Nevertheless, similar assistance is to be expected as it is the least costly way for Kremlin to influence the situation.&nbsp;<\/p>\n\n\n\n<h4><em>NB: On August 12, two planes of Russian Aerospace Forces&nbsp;<\/em><a href=\"https:\/\/uacrisis.org\/en\/key-disinfo-messages-on-belarus-protests\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\"><em>landed<\/em><\/a><em>&nbsp;in Belarus. On August 18, Russian FSB plane&nbsp;<\/em><a href=\"https:\/\/belarus.liveuamap.com\/en\/2020\/18-august-russias-fsb-plane-arrived-in-minsk-moments-ago\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\"><em>arrived<\/em><\/a><em>&nbsp;in Minsk. Whether they delivered or took something\/someone remains unknown.&nbsp;<\/em><\/h4>\n\n\n\n<p>Another reason why Moscow might be reluctant to throw its full force behind Lukashenka is that&nbsp;<strong>he has not been the most reliable partner to Russia in the past<\/strong>. There were a number of disputes between Minsk and Moscow on gas issues, Lukashenka has applied contradictory rhetoric on integration with Russia from calling it a \u201cbrotherly nation\u201d to&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/www.youtube.com\/watch?v=cKdzfQst0XQ\" target=\"_blank\">claims<\/a>&nbsp;that if Union State diminishes Belarusian sovereignty there is no need for it. Most recent tensions were marked by the arrest of PMC \u201cWagner\u201d group representatives, who were accused of being sent to destabilize the situation before the elections. Lukashenka has openly&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/www.pravda.com.ua\/news\/2020\/08\/4\/7261764\/\" target=\"_blank\">called<\/a>&nbsp;onto Russian government to \u201cstop lying\u201d and even discussed the possibility to send the mercenaries to Ukraine, where they have been involved in hybrid aggression. This potential turn of events was not well liked in Kremlin \u2013 and despite the fact that \u201cWagner\u201d members were returned to Russia, it is unlikely to forget Lukashenka\u2019s initial reaction.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><a href=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/02-2.jpg\"><img loading=\"lazy\" width=\"545\" height=\"551\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 545 551'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/02-2.jpg\" alt=\"Tsikhanousky posting a complimentary photo of Putin with &quot;Book of Good Deeds&quot; in 2016\" class=\"lazyload wp-image-124271\" data-srcset=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/02-2.jpg 545w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/02-2-297x300.jpg 297w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/02-2-110x110.jpg 110w, https:\/\/uacrisis.org\/wp-content\/uploads\/2020\/08\/02-2-364x368.jpg 364w\" data-sizes=\"(max-width: 545px) 100vw, 545px\" \/><\/a><figcaption>Tsikhanousky posting a complimentary photo of Putin with &#8220;Book of Good Deeds&#8221; in 2016<\/figcaption><\/figure><\/div>\n\n\n\n<p>Moscow will go to excruciating lengths to keep Minsk in its orbit \u2013 but in doing so&nbsp;<strong>it might also bet on politicians other than Lukashenka, hoping for someone more cooperative<\/strong>.&nbsp;A number of opposition candidates have ties to Russia and have, on different occasions, taken political stances rather favored by Kremlin. Valery Tsapkala fled from Belarus to Russia (and has previously&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/news.liga.net\/politics\/video\/opponent-lukashenko-v-kieve-nazval-agressiyu-rf-na-donbasse-grajdanskoy-voynoy\" target=\"_blank\">called<\/a>&nbsp;Russian aggression against Ukraine a \u201ccivil war\u201d) \u2013 although as of August 18 he and his family moved to Ukraine after being placed on a wanted list by Russian authorities themselves. Viktar Babaryka was a head of Belgazprom bank, where 49,8% of shares are held by Russian Gazprom. Sviatlana Tsikanouskaya, a de-facto opposition leader,&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/lenta.ru\/news\/2020\/07\/30\/tihan\/\" target=\"_blank\">stated<\/a>&nbsp;Belarus needs to pursue friendly and neighborly relations with Russia, which was expected, \u2013 although she is not in favor of the Union State. Additionally, her husband Syarhey Tsikhanousky, who was initially a presidential candidate before his arrest, has supported Putin and illegally visited occupied Crimea.&nbsp;All of the above does not mean that opposition candidates in Belarus are pro-Russian. It has already been spotted online, with many likely inauthentic accounts&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (\u0432\u0456\u0434\u043a\u0440\u0438\u0432\u0430\u0454\u0442\u044c\u0441\u044f \u0443 \u043d\u043e\u0432\u0456\u0439 \u0432\u043a\u043b\u0430\u0434\u0446\u0456)\" href=\"https:\/\/uacrisis.org\/en\/key-disinfo-messages-on-belarus-protests\" target=\"_blank\">warning<\/a>&nbsp;Belarusians not to repeat \u201cmistakes of Ukrainian Maidan\u201d that allegedly ruined the country.&nbsp;<\/p>\n\n\n\n<p>It is, then, not a question of whether Kremlin will interfere in Belarus, but a question of how it will choose to do so. Given the strategic importance of its neighbor, Putin\u2019s regime is going to apply one or several tools to prevent it from democratizing and moving closer to the West. Some of these scenarios may be implemented in a short-term perspective, others require more time.
