Novoshakhtinsk oil refinery in Russia, controlled by the family of Viktor Medvedchuk, political council chief of the \u201cOpposition Platform \u2013 For Life\u201d (Opozytsiyna Platforma \u2013 Za Zhyttia) party and Vladimir Putin\u2019s crony, supplies its products to Crimea and trades with American corporation ExxonMobil through a Swiss intermediary firm linked to an MP of Russia\u2019s State Duma. Oil products are transported by tankers, the route starts in the neutral waters of the Black Sea and ends at the Port of Houston (in Texas, the U.S.). Viktor Medvedchuk has been subject to U.S. sanctions since 2014. The scheme was uncovered through an investigation<\/a> of the \u201cSchemes: Corruption in Details\u201d (Skhemy: Koruptsiya v Detaliakh) program \u2013 a joint project of RFE\/RL and Ukraine’s public broadcaster \u201cUA:Pershyi\u201d. UCMC has picked key findings of the investigation, read on.<\/p>\n\n\n\n

Trading with Crimea. <\/strong>Russian Novoshakhtinsk oil refinery controlled by the wife of Ukrainian MP Viktor Medvedchuk Oksana Marchenko, supplies its products to the occupied Crimea.<\/p>\n\n\n\n

Russian oil traders \u201cYuLK Alliance\u201d, \u201cStroiprominvest\u201d and \u201cYugdizel\u201d confirmed that they are selling oil products of the Novoshakhtinsk refinery to companies in the occupied Crimea. Fuel is delivered into the peninsula by trucks.<\/p>\n\n\n\n

Medvedchuk\u2019s asset declaration says that Marchenko controls most of the refinery based in Russia\u2019s Rostov region. The politician refused to answer the journalists\u2019 questions on his family business.<\/p>\n\n\n\n

The U.S.<\/strong> Furthermore, Russia-based oil business of Viktor Medvedchuk and his wife is working with an American company, despite the U.S. sanctions that were imposed against Medvedchuk in 2014. <\/p>\n\n\n\n

Export operations are performed through the Russian company \u201cRosewood Shipping\u201d that owns eight petroleum tankers. According to Medvedchuk\u2019s asset declaration, the company is formally chaired by Oksana Marchenko.<\/p>\n\n\n\n

The \u201cSchemes\u201d program discovered it back in 2018, later Medvedchuk confirmed that his wife is the formal owner of the company, while he actually runs it. <\/p>\n\n\n\n

The investigation by \u201cSchemes\u201d revealed that Novoshakhtinsk refinery\u2019s oil products were transported in the U.S. at least six times between February and April 2020. The transportation route started in the Rostov port and ended in the port of Houston. <\/p>\n\n\n\n

The client was \u201cExxonMobil Sales and Supply LLC\u201d, part of the ExxonMobil corporation, one the world\u2019s largest oil companies. Its former CEO Rex Tillerson was the Secretary of State under President Trump.<\/p>\n\n\n\n

According to \u201cSchemes\u201d, the value of contracts similar to the ones between the Russian refinery and ExxonMobil by volume and delivery conditions can be USD 150 million.<\/p>\n\n\n\n

ExxonMobil was not directly trading with Medvedchuk, but with the Swiss company NewCoal Trading that journalists link to the family of Russian MP Gleb Khor.<\/p>\n\n\n\n

\u201cJournalists of the \u2018Schemes\u2019 program revealed that a well-known American corporation is buying petroleum products from an oil refinery owned by Putin\u2019s crony through a Swiss company linked to an MP of Russia\u2019s State Duma from \u2018Yedinaya Rossiya\u2019 party,\u201d the investigation concludes.<\/p>\n\n\n\n

ExxonMobil replied to \u201cSchemes\u201d saying that they respect the U.S. sanction policy. Novoshakhtinsk oil refinery and Gleb Khor did not respond to the journalists\u2019 inquiry. <\/p>\n\n\n\n

In June 2020 \u201cSchemes\u201d also uncovered<\/a> that Viktor Medvedchuk and oligarch Ihor Kolomoyskyi co-own the assets in a number of industries including media, energy, iron and steel, as well as logistics.<\/p>\n","protected":false},"excerpt":{"rendered":"
