All hint at a dark and sprawling British conspiracy, <a href=\"https:\/\/www.theguardian.com\/uk-news\/2018\/may\/03\/russia-propaganda-war-skripal-poisoning-embassy-london#top\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"the Guardian (opens in a new tab)\">the Guardian<\/a> writes.<\/p>\n\n\n\n<p>Since the Skripals were found stricken on a park bench, Downing Street has stuck to one version of events. Theresa May says it is \u201chighly likely\u201d Moscow&nbsp;<a href=\"https:\/\/www.theguardian.com\/uk-news\/2018\/mar\/12\/russia-highly-likely-to-be-behind-poisoning-of-spy-says-theresa-may\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">carried out the attack<\/a>&nbsp;using a Soviet-made nerve agent. Only the Kremlin had the motive to kill its former officer, she argues.<\/p>\n\n\n\n<p>The embassy, and its boss, Russia\u2019s foreign minister,<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/ria.ru\/interview\/20180420\/1519037407.html\" target=\"_blank\">&nbsp;Sergei Lavrov<\/a>, have offered alternative scenarios. Lavrov has said a Swiss laboratory used to test the poison&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/sputniknews.com\/russia\/201804191063702082-skripal-poison-western-produced\/\" target=\"_blank\">identified another toxin<\/a>&nbsp;called BZ. Russia did not have it. The US, UK and Nato did, he said.<\/p>\n\n\n\n<p>Moscow has further claimed the Skripals were not poisoned, Yulia has been&nbsp;<a href=\"https:\/\/sputniknews.com\/analysis\/201804131063498507-uk-skripal-poisoning-case\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">abducted and hidden<\/a>, and someone&nbsp;<a href=\"https:\/\/twitter.com\/RussianEmbassy\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">injected her with \u201cchemicals\u201d<\/a>&nbsp;before tests were carried out. Meanwhile, the&nbsp;<a href=\"https:\/\/twitter.com\/RussianEmbassy\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">British have \u201cdestroyed evidence\u201d<\/a>&nbsp;and refused to abide by international norms, it has alleged.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/twitter.com\/RussianEmbassy\/status\/985490098404896768\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">embassy has published letters<\/a>&nbsp;from what it claims are UK citizens expressing sympathy with Vladimir Putin. \u201cWhy include to poison his daughter Yulia who is Russian citizen and lives in Moscow?\u201d one \u201ccorrespondent\u201d asks.<\/p>\n\n\n\n<p>The Skripal case vividly illustrates how the Kremlin has abandoned conventional diplomacy. Its foreign emissaries are now full-time trolls, with the ambassador to the UK, Alexander Yakovenko, personally approving many tweets. Moscow\u2019s tactics include sarcasm, denial, innuendo and noisy counter-accusation.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img class=\"lazyload\" loading=\"lazy\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 602 362'%2F%3E\" data-src=\"https:\/\/i.guim.co.uk\/img\/media\/7108845f645b96248961495f3cf0a3d31d8140f6\/17_0_608_365\/master\/608.jpg?width=445&amp;quality=45&amp;auto=format&amp;fit=max&amp;dpr=2&amp;s=008f9ffb85b6d30e0eb26307b0f5e04d\" alt=\"\" width=\"602\" height=\"362\"\/><figcaption> Sergei and Yulia Skripal were found slumped on a bench in Salisbury on 4 March.&nbsp;Photograph: Internet<\/figcaption><\/figure><\/div>\n\n\n\n<p>David Clark, a former special adviser to the late foreign secretary Robin Cook, said Russia\u2019s strategy is to lead people into \u201ca wilderness of mirrors\u201d. \u201cThere is an endless loop of disinformation and half-formed opinions. It gets echoed and replicated artificially, by Russian bots, as well as by genuine means,\u201d he said.<br><\/p>\n\n\n\n<p>Clark is sceptical that Kremlin propaganda works. He noted that \u201cmost people in the world are not on Twitter\u201d and pointed to a&nbsp;<a href=\"https:\/\/yougov.co.uk\/news\/2018\/04\/03\/eurotrack-europeans-overwhelmingly-suspect-russia-\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">recent YouGov poll<\/a>&nbsp;that found 75% of Britons thought the Russian state was probably behind the poisoning. This included 37% who thought Moscow was \u201calmost certainly\u201d responsible.<\/p>\n\n\n\n<p>Only 5% believed Russia was innocent. On the continent,&nbsp;<a href=\"https:\/\/yougov.co.uk\/news\/2018\/04\/03\/eurotrack-europeans-overwhelmingly-suspect-russia-\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">there were similar suspicions<\/a>. Almost 60% of Germans, and just over half of French people, believed the UK government\u2019s case. This was also true at an official level. In March, more than 20 western countries&nbsp;<a href=\"https:\/\/www.theguardian.com\/uk-news\/2018\/mar\/27\/russia-to-respond-harshly-to-us-expulsion-of-diplomats\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">expelled dozens of Russian diplomats<\/a>.<\/p>\n\n\n\n<p>Still, the Kremlin\u2019s protestations have had some impact on UK politics. In the House of Commons, Jeremy Corbyn&nbsp;<a href=\"https:\/\/www.theguardian.com\/politics\/2018\/mar\/15\/corbyn-defies-critics-calls-for-calm-over-russia-nerve-agent-attack\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">appeared reluctant to blame Russia<\/a>. Boris Johnson then claimed the government science facility at Porton Down had&nbsp;<a href=\"https:\/\/www.theguardian.com\/politics\/2018\/apr\/15\/boris-johnson-defends-remarks-on-russian-role-in-novichok-case\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">identified Russia as the source<\/a>&nbsp;of the novichok poison.<\/p>\n\n\n\n<p>But it had not: the UK\u2019s case was based on intelligence and analysis of previous Kremlin assassinations, including the 2006&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.theguardian.com\/world\/2016\/jan\/19\/alexander-litvinenko-the-man-who-solved-his-own-murder\" target=\"_blank\">murder of Alexander Litvinenko<\/a>, killed with a radioactive cup of tea.<\/p>\n\n\n\n<p>Nataliia Popovych, the co-founder of the&nbsp;<a href=\"http:\/\/uacrisis.org\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Ukraine Crisis Media Center<\/a>, said Russia\u2019s Skripal playbook was previously seen in Ukraine. Dutch investigators found that in 2014, Kremlin-backed rebels shot down Malaysia Airlines flight MH17 over eastern Ukraine, killing all 298 people on board. Moscow&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2016\/sep\/28\/flight-mh17-shot-down-by-missile-brought-in-from-russia-ukraine-malaysia-airlines\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">supplied the Buk missile<\/a>.<br><\/p>\n\n\n\n<p>Russian state TV offered a series of wildly implausible counter-claims. It said the passengers were already dead, a Ukrainian fighter jet shot the plane down, and the CIA and other western intelligence agencies were in on the plot.<\/p>\n\n\n\n<p>\u201cWe monitored all the lies the Russian media were pushing. Their modus operandi is to deny, distract and blame,\u201d Popovych said.<\/p>\n\n\n\n<p>These tactics may have limited impact internationally, but are pretty effective inside Russia, she said. Even critics of Putin seem unpersuaded of Moscow\u2019s guilt.<\/p>\n\n\n\n<p>\u201cIt\u2019s about broadcasting thoroughly tailored narratives, which are not even based on the news. This happens on purpose on major TV channels controlled by the Kremlin,\u201d Popovych said.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img class=\"lazyload\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/i.guim.co.uk\/img\/media\/ec50f3093c5d0d05e78a963dd5866f528f3b26fb\/0_44_4538_2722\/master\/4538.jpg?width=445&amp;quality=45&amp;auto=format&amp;fit=max&amp;dpr=2&amp;s=e6ccc8099e7100b55046e2e157d5a48b\" alt=\"\"\/><figcaption> The Russian foreign minister, Sergei Lavrov, has offered alternative explanations for the poisoning.&nbsp;Photograph: Stanislav Krasilnikov\/Tass<\/figcaption><\/figure>\n\n\n\n<p>Russian broadcasters wage a&nbsp;<a href=\"https:\/\/www.facebook.com\/HybridWarfareAG\/videos\/196217387818953\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">relentless campaign against Europe<\/a>, she said, with an average of 18 negative references a day. Europe is depicted as dangerous, decadent, immoral, and home to fascism and revisionism. The&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=gojjDHlsVLI\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">EU is falling apart<\/a>. Germans and Scandinavians routinely&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=gojjDHlsVLI\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">take children away<\/a>&nbsp;from Russian families and give them to \u201cgays\u201d, state TV claims.<br><\/p>\n\n\n\n<p>The depiction of Britain inside Russia is worse, analysis of&nbsp;<a href=\"https:\/\/www.facebook.com\/HybridWarfareAG\/videos\/196217387818953\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">more than three years<\/a>&nbsp;of content suggests. The UK is portrayed as&nbsp;<a href=\"https:\/\/www.facebook.com\/HybridWarfareAG\/videos\/217193659054659\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Europe\u2019s most Russophobic country<\/a>&nbsp;and an insidious and unreliable partner. A report by the&nbsp;<a href=\"https:\/\/russia.tv\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Rossiya 1 channel<\/a>&nbsp;referred to Theresa May\u2019s&nbsp;<a href=\"https:\/\/www.facebook.com\/HybridWarfareAG\/videos\/217193659054659\/\">\u201cpale, tired flesh\u201d<\/a>&nbsp;and hinted that she had a drinking problem. Only Belarus and Switzerland get positive coverage.<\/p>\n\n\n\n<p>So far, the Foreign Office has taken baby steps to fight back. It has released a mini-film setting out how&nbsp;<a href=\"https:\/\/twitter.com\/foreignoffice\/status\/979333458131607553?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Moscow spreads fictitious stories<\/a>. The video identified three \u201ctried and tested\u201d steps. These were \u201cinventing multiple theories to mask the truth\u201d, getting officials to endorse them as credible, and \u201cusing bots and fake accounts to amplify fake information\u201d.<\/p>\n\n\n\n<p>None of this, the government says, changes facts. The Organisation for the Prohibition of Chemical Weapons&nbsp;<a href=\"https:\/\/www.theguardian.com\/uk-news\/2018\/apr\/18\/opcw-rejects-russian-claims-of-second-salisbury-nerve-agent\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">confirmed novichok was used<\/a>&nbsp;in Salisbury. Russia\u2019s identification of BZ was false \u2013 a \u201cmalign\u201d and \u201ccraven\u201d attempt to shift the blame elsewhere, according to the EU and OPCW delegates.<\/p>\n\n\n\n<p>The UK\u2019s national security adviser, Sir Mark Sedwill, took the unusual step of&nbsp;<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.theguardian.com\/uk-news\/2018\/apr\/13\/russia-tested-nerve-agent-on-door-handles-before-skripal-attack-uk-dossier-claims\" target=\"_blank\">releasing classified intelligence<\/a>. In a letter to the Nato secretary general, Jens Stoltenberg, Sedwill said Skripal\u2019s former spy agency the GRU had targeted Yulia Skripal\u2019s email account. Over the past decade, Russia had produced small amounts of novichok, he said, and used special units to test the poison on door handles.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img class=\"lazyload\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/i.guim.co.uk\/img\/media\/3d41c681c286f112876b9833d093a763d03d8467\/0_79_3500_2100\/master\/3500.jpg?width=445&amp;quality=45&amp;auto=format&amp;fit=max&amp;dpr=2&amp;s=5321355cec98c063f7cc345cdace2080\" alt=\"\"\/><figcaption> Alexander Yakovenko, Russia\u2019s ambassador to the UK, speaks during a press conference at the Russian embassy in London.&nbsp;Photograph: Kirsty O&#8217;Connor\/PA<\/figcaption><\/figure>\n\n\n\n<p>Despite this openness, critics say Downing Street has been slow to respond to cynical Russian attacks. \u201cThey haven\u2019t been proactive,\u201d Clark said of the Foreign Office and politicians from all sides. \u201cDespite everything, the British elite is still conflicted about how to deal with Russia. War has been declared, but we\u2019re not fighting a war back.\u201d<\/p>\n\n\n\n<p>The government should enlighten Russian citizens about the Kremlin\u2019s multiple abuses at home, he said. These included \u201cgenuine conspiracies\u201d such as the political murders of Kremlin critics, as well as corruption at the highest levels, typically featuring Putin\u2019s friends and billionaire cronies. \u201cI see no evidence so far we are proactively hitting back,\u201d Clark said.<\/p>\n\n\n\n<p>No one can accuse Moscow of a lack of energy. Yakovenko has held multiple press conferences at the Russian embassy in Kensington. On Wednesday, it launched an attack on Sedwill and claimed the Skripals were being \u201cforcibly isolated\u201d. Their poisoning on 4 March was a \u201cstaged provocation\u201d, it said.<\/p>\n\n\n\n<p>The UK\u2019s behaviour continues to be obstructive, Yakovenko complained.
