February 26 marks the Day of Resistance against the Occupation of the Autonomous Republic of Crimea and the City of Sevastopol. On this day, in 2014, thousands of Crimeans rallied in support of the territorial integrity of Ukraine. \u00a0\u00a0<\/em><\/p>\n\n\n\n

In Crimea, under Russia\u2019s occupation,\nnow in its seventh year, political persecution of dissenters, repressions\nagainst the Crimean Tatars, and attempts to destroy the Ukrainian Orthodox\nChurch persist. At the same time, Crimea is underrepresented in Ukrainian media\nand in the public debate.  <\/em><\/p>\n\n\n\n

The School for Policy Analysis\nNaUKMA conducted a series of surveys between March 2020 and January 2021 that\nput Crimea in the spotlight. Survey results, shaped into an analytical report\nwere presented at Ukraine Crisis Media Center. We\u2019ve picked the highlights,\nread on.  <\/em><\/p>\n\n\n\n

Only seven per cent of Ukrainians accept\nthe peninsula\u2019s occupation. <\/strong>In March 2020, the survey asked Ukrainians what the status of Crimea is.\nA large majority of Ukrainians (86.7 per cent) see Crimea as Ukraine\u2019s occupied\nterritory. Seven per cent accept the peninsula\u2019s annexation to Russia. There\u2019s a\nconsensus about the Ukrainian status of the peninsula, as the share of refusal-type\nanswers (5.9 per cent) to the question is smaller versus other questions, and a\nvast majority is unanimous. <\/p>\n\n\n\n

Crimea\u2019s status after de-occupation.\n<\/strong>The survey asked\nUkrainians what status should be given to Crimea after Ukraine\u2019s sovereignty over\nthe peninsula is restored. The pollster asked respondents to choose between\nseveral options. Thirty-seven per cent say Crimea should go back to \u201cthe\npre-occupation status of the Autonomous Republic\u201d, and 27.5 per cent say it\nshould become \u201can ordinary region without a special status.\u201d That\u2019s two times higher\nthan the share of respondents that favor the Crimean Tatar autonomy (14.6 per\ncent). The results show that Ukrainians are wary of changes.   <\/p>\n\n\n\n

De-occupation scenarios. <\/strong>According to the scientific director\nat the School for Policy Analysis NaUKMA Anna Osypchuk, a vast majority of\nUkrainians say that de-occupation of Crimea by military means is not\nacceptable.<\/p>\n\n\n\n

Restoring water supply from mainland\nUkraine.<\/strong> The\noccupation administration of Crimea and some Ukraine\u2019s officials fuel the\ndebate on restarting water supply to Crimea from mainland Ukraine. In April\n2014, soon after the peninsula was occupied by Russia, Ukraine cut off the\nwater supply through the North Crimean Canal. Experts underscore that the Canal\nfeeds the industrial consumers and the military, not the private households. <\/p>\n\n\n\n

The\npollster asked respondents twice whether they support the water shutoff \u2013 in March\nand in September 2020. The September data show a slight decline (3.3 per cent)\nin the number of Ukrainians who strongly or somewhat agree that Ukraine needs\nto restore water supply to Crimea \u2013 29.8 per cent versus 33.1 per cent in\nMarch. At the same time, the share of respondents that strongly or somewhat\ndisagree with the statement almost did not change \u2013 39.8 per cent in September\nversus 36.4 per cent in March. Those who strongly disagree are 27 per cent and\n28.5 per cent respectively. Thus, disagreement with restoration of water supply\nprevails.<\/p>\n\n\n\n

Education and health services reflect\nintegration efforts. <\/strong>An\nimportant component of Ukraine\u2019s policy towards its people in the temporarily\noccupied territory is implementing fast-track education and health services.\nFour-in-ten Ukrainians (46.3 per cent) say Crimeans should have simplified access\nto passport services (including national passport, ID card, and international\npassport). The share giving \u201cdon\u2019t know\u201d or refusal-type answer is 15.3 per\ncent. While 17.4 per cent expressed a mix of agreeing and disagreeing, 10.4 per\ncent strongly agree and 10.6 per cent somewhat agree with the statement.<\/p>\n\n\n\n

More\nthan four-in-ten Ukrainians (45.7 per cent) strongly (19.5 per cent) or\nsomewhat (26.2 per cent) agree over providing fast-track access to health\nservices for the residents of the temporarily occupied Crimea. About half as\nmany (22.5 per cent) disagree, 13.3 per cent say they don\u2019t know, and 18.5 per\ncent both agree and disagree. The survey was conducted in March 2020, and does\nnot fully reflect the COVID-19 pandemic.<\/p>\n\n\n\n

Ukrainians\nwelcome the government measures set to support the residents of the occupied\npeninsula, but some have minor concerns over losing their own benefits. <\/p>\n\n\n\n

Ukraine\u2019s information policy on\nCrimea.<\/strong> A majority\nof Ukrainians are critical of the government\u2019s cultural and information policy\non Crimea. About half say that Ukraine must take a more active stance on\nraising international awareness about the repressions against the religious\ncommunities in Crimea and in the occupied Donbas. More than half of Ukrainians\n(52.1 per cent) agree that the state has to step up its support to the Crimean\nTatar language and culture. <\/p>\n\n\n\n

There\nis a shortage of information about Crimea in the rest of Ukraine, co-founder of\nthe national platform \u201cDialogue on peace and secure reintegration\u201d Yulia\nTyshchenko said. \u201cAs we measured the Crimea-related content in Ukrainian media,\nwe found that the weather forecast tops the list. That\u2019s not a joke. The\ncontent about Crimea is shrinking.\u201d\n\nAccording to Serhiy Mokreniuk, head of the\nanalytical department of the Regional Human Rights Center said insufficient\nefforts by the government are key to the information shortage. \u201cNGO Institute\nof Mass Information surveyed the Crimea-related content, its origins, and\nsources. Only nine per cent of the data originated from the news releases by\nthe government agencies.
