{"id":161838,"date":"2022-01-29T09:19:53","date_gmt":"2022-01-29T07:19:53","guid":{"rendered":"https:\/\/uacrisis.org\/?p=161838"},"modified":"2022-01-29T09:20:38","modified_gmt":"2022-01-29T07:20:38","slug":"conference-hybrid-challenges-of-the-modern-world-ukraine-and-threats","status":"publish","type":"post","link":"https:\/\/uacrisis.org\/en\/conference-hybrid-challenges-of-the-modern-world-ukraine-and-threats","title":{"rendered":"Conference \u201cHybrid Challenges of the Modern World, Ukraine and Threats\u201d"},"content":{"rendered":"\n<p>UCMC\u2019s Hybrid Warfare Analytical Group took part in the \u201cHybrid Challenges of the Modern World, Ukraine and Threats\u201d conference on January 27, 2022, attended by Ukrainian and foreign experts, specialists of the Armed Forces of Ukraine and representatives of relevant ministries, including:<\/p>\n\n\n\n<ul><li>Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi;<\/li><li>Commander of the Special Operations Forces of the Armed Forces of Ukraine Hryhorii Halahan;<\/li><li>Chairman of the Board at the Center for Defen\u0441e Strategies, Ukraine\u2019s Minister of Defense (2019-2020) Andrii Zahorodniuk;<\/li><li>Chairman of the Foreign Affairs Committee of the Estonian Parliament Marko Mikhelson.<\/li><\/ul>\n\n\n\n<p>The event was initiated by the \u201cMir &amp; Co\u201d Charitable Foundation with support of the International Renaissance Foundation (IRF) to discuss the agenda of hybrid threats in Ukraine and the world.<\/p>\n\n\n\n<p>Head of HWAG Oleksandra Tsekhanovska spoke about the ways the Kremlin uses cyberthreats in the information and psychological operations against Ukraine.<\/p>\n\n\n\n<p>She outlined the key resources the Kremlin relies on for conducting cyberattacks, among those \u2013 \u201cinformation operations troops\u201d controlled by the Russian Ministry of Defense, the Foreign Intelligence Service and the Federal Security Service, which conduct cyber operations. Besides, the Kremlin actively uses nonmilitary hackers, which lets it keep the \u201cplausible deniability\u201d in international operations.<\/p>\n\n\n\n<p>As an instrument of hybrid warfare, cyberattacks:<\/p>\n\n\n\n<ul><li>directly target critical sites of the opponent;\u00a0<\/li><li>involve cyberespionage and stealing personal data;<\/li><li>are part of information and psychological operations.<\/li><\/ul>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>However, psy ops or disseminating disinformation are rarely the main goal of cyberattacks. \u201cBy attacking a great many state institutions and websites linked to those, the Kremlin is not only trying to strike a severe blow, but also attempts to spread panic \u2013 and to understand where we are more vulnerable. They learn constantly,\u201d stressed Tsekhanovska.<\/p><\/blockquote>\n\n\n\n<p>The expert also explained how the large-scale cyberattacks were used by Russia to discredit Ukraine\u2019s statehood, support certain disinformation narratives, and execute pressure on the opponent using specific cases in the history of Russia\u2019s cyber warfare against Ukraine. In particular, she emphasized the role of the recent attack on the websites of governmental agencies plays in the current escalation of Russia\u2019s hybrid
