Militants fired upon the ATO forces positions 30 times over the last week. Three Ukrainian servicemen were killed in action and 11 were wounded.<\/p>\n<p>The situation has not changed a lot since the last week. The OSCE Special Monitoring Mission (SMM) continues to observe significant decrease in ceasefire violations. \u201cWhen these violations took place, they were mostly registered at and around Donetsk Airport,\u201d said Alexander Hug, Deputy Chief Monitor of the OSCE SMM at a press briefing at Ukraine Crisis Media Center. On some days, the Joint center for control and coordination and so-called \u201cDPR\u201d reported that some explosions were controlled and as a result of unexploded ordnance were destroyed. However, Mr. Hug added that the SMM wasn\u2019t able to verify this information independently. \u201cWe maintain a sense of cautious optimism and hope that sides will exercise good judgment and political will to bring the conflict to an end\u201d, stated Mr. Hug. (<a href=\"https:\/\/uacrisis.org\/33674-osce-9\">continue reading in English<\/a>).<\/p>\n<p>Today in eastern Ukraine the conditions for supporting political process that should lead to a peaceful solution of the crisis are being created. This was stated on September 19 in Magdeburg, Germany by <a href=\"http:\/\/ukraineunderattack.org\/en\/35705-conditions-for-peaceful-solution-of-crisis-in-donbas-being-established-osce.html\">foreign ministers<\/a> of Serbia, Ivica Da\u010di\u0107, Switzerland Didier Burkhalter and Germany Frank-Walter Steinmeier, who now form the so-called \u201cthree\u201d of the OSCE (it includes current, previous and next head of the international organization)<\/p>\n<p>Nevertheless, leader of Luhansk militants <a href=\"http:\/\/www.unian.ua\/politics\/1129341-boyovik-plotnitskiy-zayaviv-pro-provedennya-psevdoviboriv-u-lnr-1-listopada.html\">Ihor Plotnytsky<\/a> declared the plans to hold \u201celections to local self-governance\u201d on November 1. Plotnytsky allegedly promises compliance with all international norms, participation of monitors \u201cfrom all countries and international organizations\u201d as well as implementation of the Minsk agreements. On contraty, <a href=\"http:\/\/www.unian.ua\/politics\/1129144-prezident-pri-provedenni-viboriv-za-zakonami-ukrajini-na-okupovanomu-donbasi-pereselentsi-povinni-mati-zmogu-golosuvati.html\">President Poroshenko said that militant leaders do not represent people of Donbas<\/a>.<\/p>\n<p><a href=\"http:\/\/www.president.gov.ua\/en\/news\/prezident-zatverdiv-rishennya-rnbo-pro-sankciyi-shodo-osib-p-35984\">President<\/a> approved National Security and Defense Council decision on sanctions against individuals related to the annexation of Crimea and aggression in Donbas. The President informed that these restrictive measures will be imposed against more than 400 individuals and 90 entities of Russia and other countries related to the annexation of Crimea and aggression in Donbas. The Security Service of Ukraine has decided to ban the former Prime Minister of Italy <a href=\"http:\/\/ukraineunderattack.org\/en\/35386-ssu-banned-ex-premier-of-italy-from-entering.html\">Silvio Berlusconi<\/a> from Ukraine due to his visit to the Russia-annexed Crimea.<\/p>\n<p>NATO Secretary General <a href=\"http:\/\/uatoday.tv\/politics\/secretary-general-of-north-atlantic-treaty-organization-arrives-in-ukraine-497305.html\">Jens Stoltenberg<\/a> visits Western Ukraine on September 21 alongside President Petro Poroshenko.<\/p>\n<p><a href=\"http:\/\/www.unian.ua\/society\/1129242-ukrajina-i-nato-rozroblyayut-novu-model-sistemi-upravlinnya-schodo-reformuvannya-zsu.html\">Ukraine and NATO<\/a> are jointly developing a new model of the command and management system, Ukraine will reorganize its Armed Forces based on the model and in compliance with NATO standards.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Crimea<\/strong><\/span><\/p>\n<p>Continuous blockade of cargo trucks started at the administrative border with the temporary occupied Crimea on <a href=\"http:\/\/uatoday.tv\/society\/economic-blockade-of-ukraine-s-crimea-enters-second-day-497345.html\">September 20<\/a>. The protest was organized by Crimean Tatars headed by Mejlis. <a href=\"http:\/\/www.unian.ua\/society\/1129020-kordon-z-krimom-zakrito-dlya-vantajivok.html\">Activists<\/a> blocked all three control points that serve for entry and exit: Kalanchak, Chaplynka and Chonhar. \u201cWe <a href=\"http:\/\/www.unian.ua\/society\/1116669-v-aneksovanomu-krimu-znikli-troe-krimskih-tatar-foto.html\">shall not let make money on the blood and lives of our brothers<\/a> anymore,\u201d said Crimean Tatar leader, MP and Mejlis Head Refat Chubarov. The decision was previously agreed at the meeting of the <a href=\"http:\/\/ru.krymr.com\/content\/news\/27257691.html\">Coordination Council for Crimea Blockade<\/a>. Blockade participants are already setting up constructions to block the road at Chonhar control point at the administrative border with Crimea in Kherson region. (<a href=\"http:\/\/www.ukrinform.ua\/ukr\/news\/yak_u_chongari_prohodit_blokada_krimu_fotoreportag_2097416\">Photo report<\/a>).<\/p>\n<p><a href=\"http:\/\/www.radiosvoboda.org\/content\/news\/27258888.html\">The blockade organizers<\/a> are convinced that Ukrainian companies must stop trade relations with Crimea as the peninsula has been occupied by the Russian Federation. The action organizers say they are not going to let trucks into Crimea until their demands are not met: free political prisoners, stop pressure on independent media, ensure unimpeded access for international observers to the peninsula, stop repressions against Crimean Tatars.<\/p>\n<p>According to preliminary <a href=\"http:\/\/www.ukrinform.ua\/ukr\/news\/na_adminkordoni_z_krimom_zibralosya_blizko_300_fur___mvs_2097589\">media reports<\/a> about 300 loaded trucks gathered at the administrative border with the peninsula.<\/p>\n<p>Earlier Refat Chubarov did not rule out that following the food blockade of Crimea occupied by Russia Crimean Tatars will be struggling to <a href=\"http:\/\/www.unian.ua\/society\/1128277-chubarov-za-produktovoji-blokadoyu-okupovanogo-krimu-moje-posliduvati-energetichna.html\">stop supplying electricity<\/a> to the peninsula.<\/p>\n<p><a href=\"http:\/\/www.pravda.com.ua\/news\/2015\/09\/20\/7081951\/\">Refat Chubarov<\/a> also called to set up food hubs \u2013 retail markets on the Ukrainian side of the administrative border where residents of Crimea would be able to purchase goods at affordable prices. Activists thus suggest to the business to stop feeding the bandits via the \u201cgrey schemes\u201d.<\/p>\n<p>In response to the blockade at the administrative border protests were staged in Crimea. According to Mustafa Dzhemilev, President\u2019s Envoy on Crimean Tatar people\u2019s affairs, actions of those who protested against the blockade in Crimea were coordinated by the Russian police. <a href=\"http:\/\/www.radiosvoboda.org\/content\/news\/27258888.html\">In Simferopol and Bakhchisaray<\/a> members of the earlier unknown organization \u201cPeople\u2019s Self-Control\u201d (Narodny Samokontrol) that calls itself \u201cCrimean Tatar\u201d protested against Crimea\u2019s food blockade and its organizers. During the protest they were throwing eggs at the portraits of Crimean Tatar leaders and burnt down the United States flag.<\/p>\n<p>MP and Coordinator of the \u201cInformation Resistance\u201d group <a href=\"http:\/\/www.unian.ua\/society\/1129305-ukrajina-povinna-bula-vvesti-ekonomichnu-blokadu-krimu-sche-navesni-2014-roku-timchuk.html\">Dmytro Tymchuk<\/a> is convinced that Ukraine was supposed to introduce Crimea\u2019s economic blockade back in spring 2014. \u201cCrimea\u2019s economic blockade by activists is a slap in the face for the state of Ukraine. Because it was supposed to be the state doing it back in spring 2014. But Kyiv persistently does not understand why the war and occupation have to impede business,\u201d Tymchuk said.<\/p>\n<p>The blockade of food cargo from mainland Ukraine to the occupied Crimea announced by Crimean Tatars may catalyze mass unrest and harm Ukraine, said human rights defender and lawyer from Feodosiya <a href=\"http:\/\/www.ukrinform.ua\/ukr\/news\/2095958\">Serhiy Mokrenyuk<\/a>.<\/p>\n<p>Responding to the protests <a href=\"http:\/\/www.unian.ua\/society\/1129327-blokada-krimu-okupatsiyna-vlada-zayavila-pro-povnu-zaminu-ukrajinskih-tovariv-na-rosiyski.html\">occupational authorities<\/a> said Ukrainian goods will be completely substituted by the Russian ones.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Human Rights in Ukraine<\/strong><\/span><\/p>\n<p>Lives lost in an accountability vacuum: <a href=\"https:\/\/uacrisis.org\/33824-un-preliminary-report-on-human-rights\">the UN preliminary report<\/a> on human rights situation in Ukraine.<\/p>\n<p>During the ten-days visit to Ukraine, the UN Special Rapporteur on extrajudicial killings and summary executions or arbitrary executions <a href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=51915\">Christof Heyns<\/a> travelled to Kyiv, Mariupol, Kramatorsk, Kharkhiv and Odesa, and also crossed the contact line and visited Donetsk, where he met the representative of monitoring missions there and \u201combudsman\u201d of so-called \u201cDPR\u201d. He, though, wasn\u2019t able to visit the Crimea. \u201cI\u2019m aware that there are allegations of serious human rights violations in that territory\u201d- he added (<a href=\"http:\/\/www.ohchr.org\/EN\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=16460&amp;LangID=E\">full report in English<\/a>).<\/p>\n<p>Human Rights Situation Worsened In Crimea \u2013 OSCE. Since the beginning of the occupation and annexation of Crimea by Russia in 2014 observance of human rights and fundamental freedoms on the peninsula has significantly deteriorated, particularly for pro-Ukrainian activists, journalists and Crimean Tatars, claims the Organization for Security and Cooperation in Europe (<a href=\"http:\/\/ukraineunderattack.org\/en\/35330-human-rights-situation-gets-worse-in-crimea-osce.html\">Report in English<\/a>).<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Reforms<\/strong><\/span><\/p>\n<p>At the sitting of the National Reforms Council dedicated to the anticorruption reform <a href=\"http:\/\/www.president.gov.ua\/en\/news\/antikorupcijna-reforma-vzhe-cogo-roku-maye-dati-pershi-rezul-35996\">President Poroshenko<\/a> said that the legal basis to combat corruption has been created, it is now time to set up respective infrastructure and form anticorruption staff. Head of the State emphasized that the anticorruption reform is the one people await most. According to Poroshenko quick and efficient start of the Anticorruption Bureau needs to be made this year as well as the set up of the Anticorruption Prosecutor\u2019s Office.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Local elections 2015<\/strong><\/span><\/p>\n<p><a href=\"http:\/\/www.unian.ua\/politics\/1129011-dokumenti-dlya-uchasti-u-mistsevih-viborah-podali-142-partiji-z-nih-10-z-porushennyami.html\">One hundred and forty two political parties<\/a> lodged the documents to the Central Election Commission to take part in local elections of October 25, ten of them submitted documents with mistakes.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Combating corruption<\/strong><\/span><\/p>\n<p>First <a href=\"http:\/\/www.radiosvoboda.org\/media\/video\/27250043.html\">25 prosecutors<\/a> of Ukraine\u2019s National Anticorruption Bureau took the oath. According to the first round of the competition 70 persons were selected. <a href=\"http:\/\/www.pravda.com.ua\/news\/2015\/09\/15\/7081363\/\">Artem Sytnyk<\/a>, Head of the National Anticorruption Bureau, noted that the plan is to appoint 242 prosecutors in total.<\/p>\n<p><a href=\"http:\/\/interfax.com.ua\/news\/economic\/291267.html\">International Anticorruption Conference<\/a> will take place in Kyiv on November 16, said First Deputy Minister of Justice of Ukraine Natalia Sevostianova. \u201cWe are going to hold a very big event on November 16 this year \u2013 a one-day International Anticorruption Conference that is to bring together over 200 experts from across the globe: Asia, Europe, America, experts on combating and counteracting corruption that will help familiarize the selected investigators and members of the Anticorruption Agency with best practices.\u201d<\/p>\n<p>One of the top news pieces of the past week became detention of the Radical Party MP Igor Mosiychuk that took place right in the Parliament\u2019s session hall after the Prosecutor General Viktor Shokin demonstrated a video where a person resembling Mosiychuk was receiving a bribe. <a href=\"http:\/\/www.pravda.com.ua\/news\/2015\/09\/17\/7081703\/\">MPs voted<\/a> to strip him off immunity. Some <a href=\"http:\/\/www.ukrinform.ua\/ukr\/news\/u_zatrimanni_mosiychuka_proyavilasya_liniya_prezidenta___kononenko_2096684\">experts<\/a> said it came as a true start of fight with corruption while <a href=\"http:\/\/www.ukrinform.ua\/ukr\/news\/u_samopomochi_proponuyut_perevesti_shokina_u_teatr_franka_2096832\">others blamed<\/a> authorities for not starting actual investigation into abuses of former Yanukovych team including Klyuev, Kolesnikov etc. President stated that it is just the start of a series of loud detention cases.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Economy<\/strong><\/span><\/p>\n<p><a href=\"http:\/\/www.president.gov.ua\/en\/news\/prezident-pidpisav-zakon-pro-zmini-do-byudzhetu-yaki-zabezpe-35995\">The President<\/a>\u00a0 has signed Law on Budget Amendments that suggests the increase (by 13-18%) of social standards from September 1. This increase is a resulted of effective reforms implementation.<\/p>\n<p>Ukraine held talks with Gazprom, and<a href=\"http:\/\/www.ukrinform.ua\/rus\/news\/kobolev_nadeetsya_k_kontsu_mesyatsa_podpisat_soglashenie_s_gazpromom_1786815\"> in the short run sides are expected to sign a new agreement on the purchase of Russian gas<\/a>, informed the head of Naftohaz of Ukraine Andrii Kobolev. &#8220;By the end of September we will try to sign a new agreement that will allow us to adjust non-market prices of the contract with Gazprom to the maximum market level,&#8221; said Kobolev. Diversification of sources of gas supply to Ukraine had a positive effect on the position of our Russian partners, emphasized Kobolev. \u201c<a href=\"http:\/\/www.ukrinform.ua\/rus\/news\/ukraina_70_gaza_pokupaet_v_evrope___yatsenyuk_1786858\">About 70% of gas is supplied from the EU member states<\/a> \u00a0at the market price, but not at the price, which was signed and agreed upon in 2009,&#8221; said Prime Minister Arseniy Yatsenyuk.<\/p>\n<p>The President\u00a0<a href=\"http:\/\/www.president.gov.ua\/ru\/news\/prezident-pidpisav-zakoni-shodo-restrukturizaciyi-derzhavnog-35997\">has signed three laws on the restructuring<\/a>\u00a0of national debt and state-guaranteed debt. The loan should contribute to strengthening financial stability in Ukraine, recovery in economy, creation of jobs and improvement of living standards in Ukraine.<\/p>\n<p>Large-scale privatization is postponed for 2016. This is caused by delays in the adoption of a number of draft laws on privatization.
