Kyiv, February 10,\u00a02016.\u00a0\u00a0<\/strong><\/em>Project team\u00a0of\u00a0government communications reform\u00a0implemented with support of the US Embassy presented their competences and values today. These outcomes of the project are recommended for use by all the departments of government communications agencies in Ukraine. The project outcomes are the result of several months\u2019 work of Ukraine Crisis Media Center HR team and\u00a0experts of\u00a0Ernst & Young\u00a0consulting company. Moreover, it has been approved by a consulting team for the administration and press service of the Cabinet of Ministers of Ukraine.<\/p>\n

The question of governmental authorities\u2019 ability to meet the expectations of new Ukrainian society born at the\u00a0Maidan\u00a0is the most relevant now. Is their activity fair, transparent, responsibleand\u00a0distant\u00a0from oligarchs, do they use innovative\u00a0approaches in their day-to-day work, explained\u00a0a\u00a0co-founder of UCMC at a press briefing at Ukraine\u00a0Crisis\u00a0Media\u00a0Center. \u201cWe believe that people do change systems and that any system is as efficient as people responsible for its implementation. Due to lack of necessary values, systems may often become instruments for exerting pressure, withholding important information or delaying its publication. In our opinion,\u00a0any government is untrustworthy if it\u2019s unable to develop a true dialogue with the society. Just informing people on the progress of reforms is not enough. Trust is not built on simple informing. Officials and their communicators should learn how involving the public into decision-making process,\u201d said\u00a0Popovych.<\/p>\n

According to a leading project expert\u00a0Oksana\u00a0Semeniuk, HR\u00a0business\u00a0leader\u00a0in\u00a0Ukraine,\u00a0Eurasia\u00a0and\u00a0Russia,\u00a0at\u00a0Mondel\u0113z\u00a0International,\u00a0changing\u00a0government communications system without reforming interaction with human resources of communications teams of the government agencies is impossible. Having studied experience of successful government communication in foreign countries and top high performance organizations (\u041d\u0420\u041e),\u00a0UCMC experts suggested in-built system of talents management in\u00a0Ukrainian\u00a0government communications, when all the HR-processes are interrelated and based on the definite\u00a0values.\u00a0\u00a0Over 40 press officers from the Presidential Administration, the Ministry of Defense, the Ministry of Foreign Affairs, regional state administrations etc. took part in developing\u00a0value system for\u00a0government\u00a0strategic\u00a0communications.<\/p>\n

\u201cValues are a certain code of\u00a0honour. They answer the question \u201cwhat do I believe in?\u201d\u00a0explained\u00a0Semeniuk. According to her, patriotism, honesty, responsibility, competence and innovation are among the main values for a government communicator in Ukraine. The next stage involved developing behavioral indicators for these values \u2013 system of\u00a0competences.\u00a0Common vision of values and, accordingly, competences in government communications was approved in cooperation with\u00a0The Communication Reform Group\u00a0for the Secretariat of the Cabinet of Ministers. Apart from subdivision of competences into basic, administrative and functional responsibilities, experts defined a set of knowledge and skills essential for becoming a member of\u00a0government communications\u00a0team. Moreover, the experts proposed organizational structure with job profiles, defined key performance indicators and shaped the system for professional performance review for each job.<\/p>\n

Angelica\u00a0Nazarenko, HR\u00a0leader\u00a0of\u00a0The Communication Reform Group\u00a0for the Secretariat of the Cabinet of Ministers, emphasized that such work is \u201conly the first step on the road to changes. It is very important to implement and introduce it properly in the government communications system\u201d. Legislative work and cooperation with the National Agency for the State Service is essential. In\u00a0Semeniuk\u2019s\u00a0opinion, this practice can be applied to the entire government system. \u201cIf we start, our agents of changes will be able to spread it further. There will be many people and structures willing to join the success,\u201d she said.<\/p>\n
