At the end of the week Ukrainian side registered the increase in number of militant attacks. A total of 258 attacks were registered over the last week. Four Ukrainian servicemen were killed in action and 17 were wounded in action.<\/p>\n<p>Over the last day Russia-backed militants fired upon Talakivka, Maryinka, Krasnohorivka, Novoselivka Druha, Chermalyk, Lebedynske and Vodyane from mortars and 122-mm artillery. Militants fired upon Shyrokyne over 10 times from mortars of various calibers, weapons mounted on infantry fighting vehicles (IFVs) and a tank. In the Luhansk sector militants were targeting Balka Kosharna, Popasna and Krymske from mortars of various calibers. In the Donetsk sector occupants were firing upon Troyitske, Opytne and Avdiyivka from 120-mm mortars, upon Luhanske from grenade launchers, IFVs and large-caliber machine guns. It was reported by the <a href=\"http:\/\/www.pravda.com.ua\/news\/2016\/12\/12\/7129544\/\">ATO press-center<\/a>.<\/p>\n<p><em><strong>Prisoners exchange.<\/strong><\/em> Ukraine\u2019s representative to the humanitarian subgroup within the Trilateral Contact Group, <a href=\"http:\/\/interfax.com.ua\/news\/general\/389227.html\">parliamentary vice-speaker Iryna Gerashchenko<\/a> said that Ukraine is ready to pass to the Luhansk and Donetsk militants the number of people they claim, however the opposite side is understating the number of prisoners they are holding. At first Donetsk militants said they have 42 Ukrainians. Ukraine was ready to swap them for 228 persons from the lists submitted by militants. Luhansk militants said they are holding six Ukraine citizens and asked to grant amnesty and free 440 persons.<\/p>\n<p><em><strong>Humanitarian assistance.<\/strong> <\/em>UN sent 54 trucks of humanitarian aid to the temporarily uncontrolled Luhansk, <a href=\"http:\/\/novosti.dn.ua\/news\/264359-oon-pryvezla-v-lugansk-54-fury-gumanytarnoy-pomoshhy\">UNHCR in Ukraine reports<\/a>.<\/p>\n<p><em><strong>OSCE: Russians in military uniforms.<\/strong><\/em> OSCE observers spotted armed Russians in military-type uniforms <a href=\"http:\/\/www.unian.net\/war\/1673556-nablyudateli-obse-zametili-voorujennyih-rossiyan-v-voennoy-forme-pod-mariupolem.html\">in the area occupied by the self-proclaimed \u201cDonetsk People\u2019s Republic\u201d (\u201cDPR\u201d)<\/a>, mission monitors in Donbas describe in their report. In the report monitors also noted that Ukrainian military granted them access to the sites of heavy weapons withdrawal only after they made sure no Russians were part of the patrol (<a href=\"http:\/\/www.osce.org\/ukraine-smm\/288031\">report in English<\/a>).<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Human rights: repressions against Crimean Muslims, the cases of Hizb ut-Tahrir and deaths of Ukrainians in prisons in Russia and Crimea<br \/>\n<\/strong><\/span>Human rights activist <a href=\"http:\/\/ru.krymr.com\/a\/news\/28167448.html\">Dilyaver Memetov<\/a> confirmed the fact of detention of 11 Crimean Muslims near Sevastopol on December 9. Police detained Crimeans right after they exited the mosque and took them to the police station. Following the formal procedures all Crimeans were let go.<\/p>\n<p><a href=\"http:\/\/ua.krymr.com\/a\/news\/28169523.html\">Families of the persons of interest in the Hizb ut-Tahrir case<\/a> report on undue conditions of their detention in Simferopol. \u201cMaximum capacity of the Simferopol detention center SIZO-1 is 817 persons, while there are actually 1519 persons as of August 2016,\u201d said Aliye Abselyamova, wife of Enver Mamutov, one of the case\u2019s persons of interest from Bakchisaray. It means that the number of beds in the detention center is much smaller than the number of prisoners. Moreover families of the detained emphasize unsanitary conditions in the detention center. They also focus on medical assistance and medicine supply of the arrested \u2013 they are not getting the medical assistance they need as well as detention center authorities hamper passing of the medicine to the detained.<\/p>\n<p><a href=\"http:\/\/krymsos.com\/ru\/news\/zafiksovano-dva-vipadki-smerti-gromadyan-ukrayini-v-tyurmakh-rosiyi-ta-krimu\/\">Two death cases of Ukraine citizens<\/a> in penitentiary institutions of the occupied Crimea and Russia have been registered, reports the Crimean human rights group on its website. In one of the cases a native of Henichesk, Kherson region, was taken from the correctional institution in Crimea to the penal colony no.1 in the Republic of Adygea where he died on September 8, 2016. \u201cKerimov had hepatitis and tuberculosis, he did not get medical assistance in time,\u201d the report says. \u201cAnother Ukraine citizen Serhiy Hlynyak from Sevastopol died on August 30, 2016 in the Simferopol SIZO-1 detention center also due to the non-provision of medical assistance,\u201d the human rights group reports.<\/p>\n<p>Crimean Human Rights Group also notes that at least 2,200 imprisoned Ukraine citizens have been moved to the penitentiary institutions in Russia since Crimea was occupied, 240 of them are women.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Crimea: Russian nuclear weapons on the peninsula and Russian gas transportation system<br \/>\n<\/strong><\/span>Crimean Tatar leader, <a href=\"http:\/\/www.pravda.com.ua\/news\/2016\/12\/6\/7129066\/\">MP Mustafa Dzhemilev<\/a> said that occupants brought nuclear weapons to Crimea. \u201cMejlis information services are in possession of the data that six nuclear warheads were brought in,\u201d Dzhemilev said. He said occupied Crimea has been \u201cturned into a military base\u201d where about 70 thousand servicemen are stationed. At the same time he calls upon his fellow Crimeans \u201cnot to leave Crimea, to stay on their fatherland and wait for liberation.\u201d<\/p>\n<p><em><strong>Russian gas transportation system in Crimea.<\/strong><\/em> <a href=\"http:\/\/www.epravda.com.ua\/news\/2016\/12\/10\/614049\/\">Annexed Crimea<\/a> might get connected to the Russian gas transportation system already in December, reports Russian Ministry of Energy. It was planned to put the gas pipeline \u201cKranodarsky Kray \u2013 Crimea\u201d into operation in the second quarter of 2017, however the ministry is working to have its first part put in operation at the end of 2016 so that gas could be supplied already this winter. The 400-kilometer long gas pipeline is supposed to connect Russia with the Crimean peninsula.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Economy: Yanukovych\u2019s millions, EU financial assistance, disputes between Gazprom and Naftogaz<br \/>\n<\/strong><\/span>Efficiency of EU assistance to Ukraine. How efficient is the EU\u2019s assistance to Ukraine in becoming a modern state with good governance? What helps or impedes to achieve that? Answers to the above questions are found in the report released by the European Court of Auditors that analyzes the efficiency of EU assistance between 2007 and 2015 in state finance management, fight against corruption and gas sector operation. The conclusion that the auditors made is that the EU assistance is only partially efficient while its results are fragile (<a href=\"http:\/\/www.eca.europa.eu\/Lists\/ECADocuments\/SR16_32\/SR_UKRAINE_EN.pdf\">full text of the report in English<\/a>).<\/p>\n<p>Yanukovych\u2019s millions. Switzerland extended freezing of assets of Ukraine\u2019s ex-president Viktor Yanukovych, reports the Federal Council of Switzerland. The decision aims at providing additional time for criminal investigation in respective countries. Switzerland froze Yanukovych\u2019s assets in 2014 for three years. The freeze of assets expires in February 2017. The assets in question are worth of CHF 70 million (over USD 69 million).<\/p>\n<p>In the beginning of 2018 shortly before the asset freeze term expires the Federal Council of Switzerland will re-evaluate the situation and will decide whether to continue the asset freeze. To remind, at a recent press-conference in Rostov-on-Don Yanukovych said he has no accounts abroad.<\/p>\n<p>Disputes between Gazprom and Naftogaz: purchase of gas. On December 9 a trilateral meeting Russia-Ukraine-EU on gas supply took place in Brussels. At the meeting Ukraine was planning to achieve consensus on the winter gas supply package. <a href=\"http:\/\/news.finance.ua\/ru\/news\/-\/390630\/v-rossii-zayavili-chto-protiv-podpisaniya-dopolnitelnogo-soglasheniya-po-gazu-s-ukrainoj\">Andriy Kobolev, Naftogaz head said<\/a> that the company is ready to be purchasing Russian gas not only if the beneficial price is offered, but also if an additional agreement to the contract in force is signed. Thus, in the additional agreement supply prices need to be settled, while prepayment needs to be made only for the amounts of gas that Kyiv would need. Although according to the contract made back in 2009 Naftogaz is obliged to pay in advance for the entire amount of gas in accordance with the contract. Naftogaz also insists that the take-or-pay conditions are removed. According to Kobolev in such a way Ukraine needs to secure the opportunity to turn to an additional gas supplier.<\/p>\n<p>According to Kobolev <a href=\"http:\/\/www.epravda.com.ua\/news\/2016\/12\/9\/613979\/\">no additional agreement<\/a> to the contract between Naftogaz Ukraine and Gazprom has been achieved.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Opinion polling: Public opinion on human rights in Ukraine<br \/>\n<\/strong><\/span>Ilko Kucheriv Democratic Initiatives Foundation together with Ukrainian Sociology Service conducted <a href=\"http:\/\/dif.org.ua\/article\/gromadska-dumka-pro-prava-lyudini-v-ukraini\">nationwide opinion poll \u201cHuman Rights in Ukraine\u201d<\/a> commissioned by UNDP Ukraine, \u201cInformation Center on Human Rights\u201d NGO and Office of the parliamentary envoy on human rights. Opinion poll was conducted in all regions of Ukraine including government-controlled parts of Donetsk and Luhansk regions. Polling was not conducted in the Russia-annexed Crimea and in occupied areas of Donbas.<\/p>\n<p><em>Key findings of the polling are:<\/em><\/p>\n<ul>\n<li>Rights that Ukraine\u2019s population named as most important are the rights to secure basic life needs: right to life (78 percent of respondents named it as one of ten most important), right to social benefits (63%), right to housing (58%), right to education (57%), right to work (55%) as well as right to sufficient life level (51%). At the same time about half of the interviewed included in the top ten some other rights that are crucial to them: right to a fair trial (56%), right to freedom and security (53%), right to freedom of thought, conscience and religion (46%) as well as right to choose their own fate (45%).<\/li>\n<li>Perception of changes as to the human rights that have happened since Euromaidan times are quite pessimistic. Only 4% said that the situation improved. While 35% noted that the situation has definitely worsened, 28% are of the opinion that nothing has changed. Biggest deterioration of the human rights situation was noted by residents of Donbas (60%).<\/li>\n<li>Most efficient ways of human rights protection in Ukraine that respondents named are appeals to the media (28%), filing claims to the European Court of Human Rights (19%), turning to family members or friends (16%). Meanwhile 19% of the respondents think that there are no efficient ways for human rights protection in Ukraine.<\/li>\n<li>Level of civic activity to protect their rights is quite low; among the persons who have faced the situations where their rights were violated, 54% of the interviewed said they have never tried to protect their rights, only 46% were making such attempts. There is a correlation between respondents\u2019 education level and the level of activity as to the human rights protection. The higher is the education level, the more active the respondents are.<\/li>\n<li>Successful results of human rights protection activities are at quite a low level as well. Among those who were trying to protect their rights only 36% said they succeeded (while for 64% these attempts were unsuccessful). More successful in protecting their rights were young people with higher education and of the middle income class, however even less than one half of them was successful.<\/li>\n<li>Almost 60% of respondents said discrimination is present in Ukrainian society.<\/li>\n<li>According to the pollees, Ukrainians get most often discriminated by age (37%) and disability (33%). Between 20% and 25% of respondents also said one may get discriminated by wealth, sexual orientation, gender, health state as well as political views.<\/li>\n<li>Majority of the interviewed (67%) spoke against holding of detained persons in bad conditions, while only 17% consider detention in such conditions quite acceptable and even fair.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Culture: European filmmakers support Sentsov, cultural heritage site endangered in Crimea, BBC\u2019s Ukrainian book of the year<br \/>\n<\/strong><\/span>Tanya Malyarchuk\u2019s \u201cOblivion\u201d novel was recognized <a href=\"http:\/\/www.ebrd.com\/news\/2016\/oblivion-and-thirteen-tales-in-the-dark-win-bbc-ukrainian-book-of-the-year-and-childrens-book-of-the-year-2016-awards.html\">Book of the Year 2016 by BBC Ukraine<\/a>. It came as a reaction to the speech and call by Russian activist, <a href=\"http:\/\/life.pravda.com.ua\/society\/2016\/12\/12\/221406\/\">Pussy Riot group member Maria Alyokhina<\/a>.
