On Monday and Tuesday, Russia-backed militants made one and five attacks respectively. On Wednesday and Thursday, they made no attacks at all, while on Saturday and Sunday the situation escalated dramatically: Russian proxies delivered 13 and 44 attacks respectively. Moreover, on Sunday militants used Minsk-proscribed 82-mm and 120-mm mortars and a tank.<\/p>\n<hr \/>\n<h3 style=\"text-align: justify;\">Nadiya Savchenko\u2019s case: key facts<\/h3>\n<p style=\"text-align: justify;\"><em>Last week\u2019s main event was the arrest of Nadiya Savchenko, Ukrainian MP, the\u00a0<\/em><em>former\u00a0prisoner of the Kremlin. Two years ago the case of her liberation mobilized the entire country as well as many Ukraine\u2019s international partners and friends. Nadiya is now back in prison, the Ukrainian one this time. She is charged with the\u00a0preparation<\/em><em>\u00a0of a terrorist attack.<img class=\"lazyload aligncenter size-full wp-image-65549\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/03\/Savchenko.jpg\" alt=\"\" \/><\/em><\/p>\n<p style=\"text-align: justify;\"><strong>Savchenko arrested.\u00a0<\/strong>On March 22,\u00a0<a href=\"https:\/\/uacrisis.us3.list-manage.com\/track\/click?u=96beb0d9e72c074aac8cf21c6&amp;id=816b31500b&amp;e=70a8832c63\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=uk&amp;q=https:\/\/uacrisis.us3.list-manage.com\/track\/click?u%3D96beb0d9e72c074aac8cf21c6%26id%3D816b31500b%26e%3D70a8832c63&amp;source=gmail&amp;ust=1522222181727000&amp;usg=AFQjCNF9uDKpZ-d3txALUkWRD5eUgCD2eQ\">investigators of the Security Service of Ukraine detained MP Savchenko<\/a>right in the building of the Parliament (Verkhovna Rada) after the MPs supported the claim of the Office of the Prosecutor General to\u00a0<a href=\"https:\/\/uacrisis.us3.list-manage.com\/track\/click?u=96beb0d9e72c074aac8cf21c6&amp;id=1be1d18bf3&amp;e=70a8832c63\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=uk&amp;q=https:\/\/uacrisis.us3.list-manage.com\/track\/click?u%3D96beb0d9e72c074aac8cf21c6%26id%3D1be1d18bf3%26e%3D70a8832c63&amp;source=gmail&amp;ust=1522222181727000&amp;usg=AFQjCNEtfQTTyASzn2mJ0DuGJPzZzOcfMw\">strip Savchenko off the parliamentary immunity<\/a>\u00a0as well as to have her detained and arrested. On the same day, Ukraine\u2019s Prosecutor General Yuriy Lutsenko signed and\u00a0<a href=\"https:\/\/uacrisis.us3.list-manage.com\/track\/click?u=96beb0d9e72c074aac8cf21c6&amp;id=2febc901d3&amp;e=70a8832c63\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=uk&amp;q=https:\/\/uacrisis.us3.list-manage.com\/track\/click?u%3D96beb0d9e72c074aac8cf21c6%26id%3D2febc901d3%26e%3D70a8832c63&amp;source=gmail&amp;ust=1522222181727000&amp;usg=AFQjCNGpleyAkkjXq0I4seTnmfjWoSOV0A\">announced the charges against MP Nadiya Savchenko<\/a>.<br \/>\n<strong>Charges.\u00a0<\/strong>Savchenko is charged with plotting a violent overthrow of the constitutional regime and seizure of the state power, attempting the life of an official or public actor, preparation of a terrorist act, assisting a terrorist organization, as well as illegal handling of weapons, ammunition, and explosives.<br \/>\n<strong>Connection with the Ruban case.\u00a0<\/strong>On March 8, Ukraine\u2019s Security Service detained Volodymyr Ruban, civilian Ukrainian dealing with prisoners\u2019 exchange, as he was crossing the contact line between the government-controlled territory and the area under the control of the so-called \u201cDPR\u201d. Ruban tried to smuggle a large consignment of weapons to the government-controlled area. The first news pieces to appear went as far as claiming he was planning to attack the governmental block in Kyiv on his own. However, Ukrainian law enforcement agencies soon stated that he was not acting alone. Already on March 13, the investigators of the Security Service of Ukraine summoned Nadiya Savchenko for interrogation in this case.<br \/>\n<strong>Evidence of Savchenko\u2019s involvement.\u00a0<\/strong>The Office of the Prosecutor General published online and demonstrated in the Verkhovna Rada\u2019s session hall a video in which MP Savchenko and Volodymyr Ruban were plotting to seize the state power. On the video, the two discuss a plan to physically eliminating the MPs in the Verkhovna Rada as well as the officials including President Petro Poroshenko, Head of the Security and Defense Council Oleksandr Turchynov, and Minister of Internal Affairs Arsen Avakov. They were planning to implement the coup using the weapons smuggled from the occupied territory controlled by the so-called \u201cDPR\u201d.<br \/>\n<strong>Savchenko\u2019s defense.\u00a0<\/strong>Savchenko has so far confessed that she was involved in the weapons smuggling case. She claims it was a willful political provocation on her part. The MP was trying to state that together with Ruban they were transporting the weapons from the \u201cDPR\u201d guided by a virtuous goal \u2013 so that there were\u00a0fewer weapons left there. All the talks on the preparation of explosions in the government quarter were nothing more than a game. \u201cIt is surreal indeed,\u201d Savchenko noted.<br \/>\n<strong>Arrested until May 20.\u00a0<\/strong>On March 23, the Shevchenkivsky district court of Kyiv ruled to arrest MP Nadiya Savchenko for 59 days, until May 20, without bail.<br \/>\n<strong>Hunger strike.\u00a0<\/strong>Nadiya Savchenko went on a hunger strike in the detention center as reported by the Ombudswoman\u2019s press service following the meeting of the representatives of the Ombudswoman\u2019s Secretariat with Savchenko last Saturday. \u201cNadiya Savchenko said she went on hunger strike. She had her latest meal on the evening of March 23,\u201d reads the statement.<\/p>\n<hr \/>\n<h3 style=\"text-align: justify;\">Judicial reform: civil society will not take part in the evaluation of judges<\/h3>\n<p style=\"text-align: justify;\"><img class=\"lazyload aligncenter size-full wp-image-65547\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/03\/Sudova-reforma.jpg\" alt=\"\" \/><\/p>\n<p style=\"text-align: justify;\">The Civic Integrity Council (Hromadska Rada Dobrochesnosti) stated that they stop participating in qualification assessment of judges. \u201cThe High Qualification Commission of Judges of Ukraine is imitating the testing of judges\u2019 professional skills and integrity in a form that reminds a \u2018conveyor\u2019. In order for the civil society not to impede these actions, the Commission changed the Set of procedures for the assessment of judges thus forcing the Civic Integrity Council out of one of the main stages of the judicial reform \u2013 re-attestation of judges,\u201d the Civic Integrity Council stated.<br \/>\nThe Council thus decided to \u201cstop being part of the quasi-process simulating the purge of the judiciary.\u201d The Civic Integrity Council noted that the High Qualification Commission of Judges would like to re-attest all 6,000 Ukrainian judges in less than a year.<br \/>\nIn the opinion of the civil society, this proves that the qualification assessment as it is being conducted by the High Qualification Commission of Judges is a phony conveyor, the sole aim of which is to make sure the judges preserve their actual positions, get higher salaries, and to report on the \u201csuccessful finalization\u201d of the reform.<br \/>\nRepresentatives of the Civic Integrity Council are convinced that this will lead to a situation when in the updated courts \u201cthere will be the judges that issued illegal rulings as to the Maidan participants, the judges that often visit the occupied territories, which is a threat in itself to the national security, the judges whose assets go beyond the declared ones, as well as the judges responsible for issuing illegal decisions that resulted into the cases considered by the ECHR (the European Court of Human Rights).\u201d<\/p>\n<hr \/>\n<h3 style=\"text-align: justify;\">Economy: the slow growth<\/h3>\n<p style=\"text-align: justify;\"><img class=\"lazyload aligncenter size-full wp-image-65548\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/03\/Ekonomika.jpg\" alt=\"\" \/><\/p>\n<p style=\"text-align: justify;\"><strong>GDP increases.\u00a0<\/strong><a href=\"https:\/\/uacrisis.us3.list-manage.com\/track\/click?u=96beb0d9e72c074aac8cf21c6&amp;id=4c5653ad22&amp;e=70a8832c63\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=uk&amp;q=https:\/\/uacrisis.us3.list-manage.com\/track\/click?u%3D96beb0d9e72c074aac8cf21c6%26id%3D4c5653ad22%26e%3D70a8832c63&amp;source=gmail&amp;ust=1522222181727000&amp;usg=AFQjCNESQ1x4JJwVvKRqUdClwkUGoxsUoA\">The State Committee of Statistics<\/a>\u00a0reported on its website that Ukraine\u2019s real GDP in 2017 increased by 2,5 percent exceeding forecasts by 0,3 percent. According to the updated information provided in the statement, the GDP in 2016 grew by 2,4 percent rather than 2,3 as reported earlier.<br \/>\n<strong>Budget deficit.\u00a0<\/strong><a href=\"https:\/\/uacrisis.us3.list-manage.com\/track\/click?u=96beb0d9e72c074aac8cf21c6&amp;id=7c9e0a9a10&amp;e=70a8832c63\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=uk&amp;q=https:\/\/uacrisis.us3.list-manage.com\/track\/click?u%3D96beb0d9e72c074aac8cf21c6%26id%3D7c9e0a9a10%26e%3D70a8832c63&amp;source=gmail&amp;ust=1522222181727000&amp;usg=AFQjCNH3LVI2Nhbp-n0PZ9ng66TkIzIAbg\">Deficit of the 2017 state budget<\/a>\u00a0constituted UAH 47,9 billion (approx. $1,9 billion) or 1,6 percent of the GDP, reports the Ministry of Finance. In 2016, the deficit constituted UAH 70,3 billion (approx. $2,7 billion) or 2,9 percent of the GDP, in 2015 \u2013 UAH 45,2 billion (approx. $1,7 billion) or 2,3 percent, in 2014 \u2013 UAH 78,1 billion (approx. $2,96 billion) or 4,9 percent.<br \/>\n<strong>IMF assessment.\u00a0<\/strong>In its report on the macroeconomic situation, the\u00a0<a href=\"https:\/\/uacrisis.us3.list-manage.com\/track\/click?u=96beb0d9e72c074aac8cf21c6&amp;id=8d9e5b00b9&amp;e=70a8832c63\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=uk&amp;q=https:\/\/uacrisis.us3.list-manage.com\/track\/click?u%3D96beb0d9e72c074aac8cf21c6%26id%3D8d9e5b00b9%26e%3D70a8832c63&amp;source=gmail&amp;ust=1522222181727000&amp;usg=AFQjCNHQLEZzL8rrmYTd5AtLQatpbBHzfg\">International Monetary Fund<\/a>\u00a0does not consider Ukraine being a low-income developing country as the fall of income levels in Ukraine mainly reflects the impact of armed conflict. According to the IMF, in 2014 the income level per capita in Ukraine was 14 percent lower than the level starting from which the countries get grouped as those featuring low income (USD 2,330 annually). However, back then Ukraine avoided being classified as a developing country as the main reason for the decreased income was the military conflict.
