{"id":89791,"date":"2018-09-24T19:15:45","date_gmt":"2018-09-24T19:15:45","guid":{"rendered":"http:\/\/uacrisis.org\/?p=68686"},"modified":"2018-09-25T11:15:19","modified_gmt":"2018-09-25T08:15:19","slug":"68686-weekly-update-ukraine-72-september-17-23","status":"publish","type":"post","link":"https:\/\/uacrisis.org\/en\/68686-weekly-update-ukraine-72-september-17-23","title":{"rendered":"The standoff in the Azov Sea, Poroshenko summarizing the presidency and more \u2013 Weekly Update on Ukraine #72, September 17 \u2013 23"},"content":{"rendered":"<p><strong>Situation in the combat zone<\/strong><\/p>\n<p><strong>\u00a0<img class=\"lazyload alignnone size-full wp-image-68687\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/09\/tsifra-dnya-english-1-3.png\" alt=\"\" \/><\/strong><\/p>\n<p style=\"text-align: justify;\">Over the last week Russia-backed militants fired upon the positions of Ukraine\u2019s Joint Forces in the area of Stanytsia Luhanska, Krymske, Novotoshkivske, Luhanske, Pivdenne, Pisky, Novotroyitske, Starohnativka, Pavlopil, Hnutove, Vodyane, Lebedynske and Shyrokyne.<\/p>\n<p style=\"text-align: justify;\">Ukrainian troops\u2019 positions close to Luhanske in Svitlodarsk area came under a powerful attack from 82-mm and 120-mm mortars.<\/p>\n<hr \/>\n<p style=\"text-align: justify;\"><strong>The standoff in the Azov Sea: the tension mounts<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0\u00a0<img class=\"lazyload alignnone size-full wp-image-68689\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/09\/vijskovi-korabli.jpg\" alt=\"\" \/><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>The start of escalation. <\/strong>In late July 2018 Russia became more active in the Azov Sea and <a href=\"https:\/\/hromadske.ua\/posts\/rosiia-pochala-zatrymuvaty-inozemni-sudna-v-azovskomu-mori-prykordonnyky\">started stopping foreign vessels<\/a>\u00a0as they were crossing the Kerch strait. The Ministry of Infrastructure said that the Russian Federation had increased the number of <a href=\"https:\/\/hromadske.ua\/posts\/spetssluzhby-rf-bezpidstavno-zbilshyly-kilkist-ohliadiv-suden-iaki-priamuiut-v-ukrainu-mininformpolityky\">checks upon the vessels headed to Ukraine without any reasonable grounds<\/a>.<\/p>\n<p style=\"text-align: justify;\">As of July 16 the <a href=\"https:\/\/hromadske.ua\/posts\/rosiia-zatrymala-148-ukrainskykh-torhovykh-suden-u-azovskomu-mori\">number of vessels that Russia stopped<\/a>\u00a0for thorough checks reached 148.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are observing that the Russian Federation has changed its procedures in the Azov Sea, it stops the foreign vessels heading to Ukraine in the Kerch strait, protracting the issuing of the permission required to cross exactly the Kerch strait. According to the reports, the delay time sometimes gets to three days,\u201d said Oleh Slobodyan, spokesperson of Ukraine\u2019s State Border Guard Service. He added that the situation also affects the economic attractiveness of Ukraine.<\/p>\n<p style=\"text-align: justify;\">According to the international treaty both Russia and Ukraine are entitled to the free use of the Azov Sea, so formally Russia has the right to make checks upon the vessels. \u201cBut we do understand what it is done for,\u201d the spokesperson of the Border Guard Service said.<\/p>\n<p style=\"text-align: justify;\">Read also: \u201c<a href=\"https:\/\/uacrisis.org\/66905-weekly-update-ukraine-15-21-may\">The Kerch Bridge: a road to nowhere?<\/a>\u201d and<\/p>\n<p style=\"text-align: justify;\">\u201c<a href=\"https:\/\/uacrisis.org\/67574-one-year-elections-equality-march-kyiv-hybrid-blockade-weekly-update-ukraine-61-june-11-17\">A \u2018hybrid blockade\u2019: what is going on in the Sea of Azov?<\/a>\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Ukraine\u2019s reaction: a project of a new military base in Ukraine. <\/strong>Following the increase of tension in the Azov Sea caused by Russia\u2019s actions, the President of Ukraine Poroshenko <a href=\"https:\/\/hromadske.ua\/posts\/poroshenko-doruchyv-provesty-zasidannia-rnbo-cherez-dii-rosii-v-azovskomu-mori\">ordered to hold a meeting of the Council for the National Security and Defense<\/a>. On September 16, the Ukrainian government announced that a new military base of the Ukrainian Naval Forces will be set up in the Azov Sea in response to Russia\u2019s actions.<\/p>\n<p style=\"text-align: justify;\">\u201cIt is planned to establish a military base of the Naval Forces of the Ukrainian Armed Forces by the end of the year. It will make it possible to repel the aggressive actions in the region by the Russian Federation,\u201d the government statement says.<\/p>\n<p style=\"text-align: justify;\">On September 16, two armored artillery boats of the Naval Forces of Ukraine were launched in Berdyansk, Zaporizhzhia region.<\/p>\n<p style=\"text-align: justify;\"><strong>Ukraine\u2019s flagship vessels in the Azov Sea. <\/strong>In the evening of September 23, two vessels of the Ukrainian Naval Forces <a href=\"https:\/\/hromadske.ua\/posts\/korabli-vms-ukrainy-proishly-kerchensku-protoku-dlia-formuvannia-flotu-v-azovskomu-mori\">crossed the Kerch strait and entered<\/a>\u00a0the Azov Sea basin. These vessels coming from Odesa will be used to form the Naval Forces base in Berdyansk.<\/p>\n<p style=\"text-align: justify;\">The Naval Forces Command of the Armed Forces of Ukraine gave the details of how the vessels crossed the Kerch strait. They say the vessels moved to the Kerch strait and crossed it \u201cunder complicated circumstances: as Russian vessels were escorting the Ukrainian ones, while the aircraft of the aggressor state flew around the vessels several times including at an extremely low height,\u201d the statement says.<\/p>\n<p style=\"text-align: justify;\"><strong>What the new military base may be like? <\/strong>There is not much information about the possible base. Ukraine\u2019s Minister of Defense Poltorak said that Ukraine addressed the US asking for assistance in supplying two armored Island-class cutters worth of USD 10 million.<\/p>\n<p style=\"text-align: justify;\">It has been already announced that Ukraine will establish another marine brigade. As the Azov Sea basin is small, it will be possible to use multiple rocket launchers or artillery of the ground forces to reinforce the coastal defense of the Ukrainian Naval Forces.<\/p>\n<hr \/>\n<p style=\"text-align: justify;\"><strong>Poroshenko: summarizing the presidency and announcing the program<\/strong><\/p>\n<p style=\"text-align: justify;\">Last week the President of Ukraine Poroshenko made his annual address to the Parliament (Verkhovna Rada). It was the last address of the actual president in his current term in the office. It came as both an attempt to make a summary of his presidency and to present the program for the upcoming presidential elections. How has the rhetoric of the President changed in the past years? What are his key messages ahead of the elections? The full Ukrainian text of the President\u2019s address is available <a href=\"https:\/\/www.president.gov.ua\/news\/poslannya-prezidenta-ukrayini-do-verhovnoyi-radi-ukrayini-pr-49726\">here<\/a>.<\/p>\n<p style=\"text-align: justify;\"><img class=\"lazyload alignnone size-full wp-image-68690\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/09\/Prezident.png\" alt=\"\" \/><\/p>\n<p style=\"text-align: justify;\"><strong>The EU and NATO. <\/strong>President Poroshenko presented his take on how the state should be moving towards the EU and NATO membership. \u201cWe have finally escaped from the labyrinth of the multi-vector movement. We have hardly jumped out of the deadly non-alignment trap. Since 2014 we are firmly following our path, and this path goes to the European Union and NATO,\u201d the President said.<\/p>\n<p style=\"text-align: justify;\"><strong>Ukraine\u2019s \u201cEuropean\u201d and \u201cUkrainian\u201d identities. <\/strong>Poroshenko\u2019s new word is identity. On the one hand he is convinced that the country has found its Ukrainian identity. \u201cArmy, language and church is not a slogan. It is a formula of Ukraine\u2019s contemporary identity. The army protects our land. The language protects our heart. The church protects our soul,\u201d Poroshenko said.<\/p>\n<p style=\"text-align: justify;\">On the other hand according to Poroshenko, \u201cno one is now denying our European identity\u201d. The President did not offer a clear-cut formula for it, instead he emphasized that \u201ca clear system of restraint and counterbalance is in force in the country\u201d, \u201cthe power is of the coalition nature\u201d, while the political system is growing into a \u201cparliamentary-presidential democracy\u201d. It is not easy to understand how Petro Poroshenko sees the \u201cUkrainian Ukraine\u201d and the \u201cEuropean Ukraine\u201d unite.<\/p>\n<p style=\"text-align: justify;\"><strong>The fight against corruption.<\/strong>\u201cWe have set up the anticorruption infrastructure. We have invested huge financial resources into some new agencies, while I am not satisfied with their efficiency as the President. The society is disappointed with the dynamics of the anticorruption fight, and the dissatisfaction of the people can be absolutely justified,\u201d Poroshenko said.<\/p>\n<p style=\"text-align: justify;\"><strong>Migration<\/strong><strong>. <\/strong>ThePresident recognized the existing migration problem. \u201cImmigration from the country has gained serious scales. All countries of Central and Eastern Europe to later become part of the EU labor market in course of their European integration were more or less facing this challenge.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Tomos\u00a0<\/strong><strong>of\u00a0<\/strong><strong>Autocephaly. <\/strong>Whether Ukraine will get the Tomosor not comes as ademocracy test that Poroshenko called \u201canother Act proclaiming Ukraine\u2019s independence.\u201dHe alsopromised to protect the priests and churchgoers of the Ukrainian Orthodox Church of the Moscow Patriarchate who will voluntarily \u201cwithdraw from Moscow.\u201d <strong>\u00a0\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Democracy. <\/strong>Poroshenko also namedthe fact of having not declared martial law as one of his achievements. \u201cIt was quite uneasy to preserve democracy under external aggression. Despite the fact that the martial law would have considerably increased the powers and the possibilities of the President, I firmly rejected the suggestions to put it in force. Even in times of the war we did not limit political rights and freedoms of the citizens, nor did we introduce censorship.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>External challenges. <\/strong>President Poroshenko also mentioned the external challenges including \u201cthe rise of the left and right populism, increased Euro-skeptical moods, counter-democratic tendencies in some neighboring countries, Russia\u2019s hybrid attack upon the US, the EU and Ukraine.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Wrapping up: a zigzag move in the right direction. <\/strong>The Presidential address to the Parliament was surprisingly self-critical. Poroshenko admitted many of the charges of criticism that he is being addressed with. At the same time he insisted that he succeeded to start the correct direction of the country\u2019s development during his presidency. \u201cThe society having high expectations is also deeply dissatisfied. Even many of those who are convinced that the country is moving in the right direction think that we are moving in zigzags.\u201d<\/p>\n<hr \/>\n<p style=\"text-align: justify;\"><strong>Is Russia going to be back in PACE and what will Ukraine do about it?<\/strong><\/p>\n<p style=\"text-align: justify;\">The powerful lobby inside the Parliamentary Assembly of the Council of Europe (PACE) will try to change the procedures of the organization during the October session in order to bring Russia back into its work, <a href=\"https:\/\/www.eurointegration.com.ua\/experts\/2018\/09\/19\/7087089\/\">reports<\/a>\u00a0Ukrainian media \u201cEvropeiska Pravda\u201d (European Truth).<\/p>\n<p style=\"text-align: justify;\"><img class=\"lazyload alignnone size-full wp-image-68691\" src=\"data:image\/svg+xml;charset=utf-8,%3Csvg xmlns%3D'http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg' viewBox%3D'0 0 1 1'%2F%3E\" data-src=\"https:\/\/uacrisis.org\/wp-content\/uploads\/2018\/09\/YEvrointegratsiya.png\" alt=\"\" \/><\/p>\n<p style=\"text-align: justify;\"><strong>Russia\u00a0<\/strong><strong>and\u00a0<\/strong><strong>PACE\u00a0<\/strong><strong>since\u00a0<\/strong><strong>2014. <\/strong>Toremind, PACEstrippedRussiaoffthevotingrightintheAssemblyinspring2014 inresponsetotheannexationoftheUkrainianCrimea. Later the sanctions against the state that had been violating the law were reconfirmed and reinforced. The Russian delegation has not been taking part in the work of the Assembly for over three years now, moreover last year Russia stopped paying the regular contribution to the budget of the Council of Europe having thus caused a large-scale crisis in the organization.<\/p>\n<p style=\"text-align: justify;\"><strong>What can happen on October 9, 2018? <\/strong>As a result of long-standing, powerful and multi-dimensional pressure by Russia, a way was found to bring the country back to PACE despite the sanctions. According to \u201cEvropeiska Pravda\u201d, to achieve that on October 9 during its next session, the Parliamentary Assembly of the Council of Europe will introduce changes to its own procedural rules pertaining to imposing of sanctions. The draft document suggests to increase the quota required for approval of sanctions against the country participant to 2\/3 of votes as well as makes more complex the procedure required to initiate it. It is called to make the pressure upon the Russian Federation by means of sanctions impossible as well as attempts to bring back the country that has been violating the law with no obligation to fulfill any of the requirements set by the previous resolutions.<\/p>\n<p style=\"text-align: justify;\"><strong>Ukraine\u2019s reaction. <\/strong>The Ukrainian delegation has not succeeded to introduce substantial changes to the above document that will be introduced for consideration. \u201cEvropeiska Pravda\u201d, the Ukrainian delegation and human rights defenders have been emphasizing that Russia\u2019s return to PACE with no Assembly\u2019s requirements implemented is going to discredit the authority of the entire organization and is destroying the tool used to exercise pressure upon the countries that violate the law. <a href=\"https:\/\/www.eurointegration.com.ua\/interview\/2018\/08\/29\/7086168\/\">According to Dmytro Kuleba<\/a>, Ukraine\u2019s Permanent Representative to the Council of Europe: \u201cThe Assembly is being suggested to (\u2026) amputate its own hand used to influence the states so that they adhere to the principles of the rule of law, human rights and democracy.\u201d In case the Assembly passes the document Ukrainian MPs prepared a statement in which they say that \u201cthe basis for the cooperation with the Assembly will be revisited\u201d, while the delegation representatives mention that the delegation may stop participating in the work of PACE should that happen.<\/p>\n<p style=\"text-align: justify;\">\u201cEvropeiska Pravda\u201d emphasizes the importance of making public the true reason why the above document will be considered in PACE on October 9, the document that is being \u201cmasked\u201d for procedural changes and that instead is an instrument to bring sanctioned Russia back to the Assembly.<\/p>\n<figure
