Ukrainian media digest 22 of July 2014

President of Ukraine submitted for approval by the Parliament a Decree “On partial mobilization”. The document was registered on 21 July. Meanwhile, Taruta advices Donetsk citizens to leave the city. Deputies have 2 days to approve this decree.

Dnipropetrovsk region’s prosecution suspended the head of Dnipropetrovsk regional council Yevhen Udod in taking part in clashes on 26 January near the building of Dnipropetrovsk regional state administration. As UNIAN agency reports by quoting prosecution’s press office, investigators haven’t decided how his actions could be qualified yet, as investigating actions continue. Russia’s President Vladimir Putin will meet with all Duma’s deputies in the occupied Crimea, RBC news agency reports by quoting different fractions’ representatives and sources which are close to the parliament. It was initially planned Putin would meet only with United Russia fraction’s representatives. The sources in A Just Russia, LDPR and CPRF fractions and the source in State Duma underlines it will be a meeting not an offsite one.

DPR’s gunmen hand over MH17 black boxes to the Malaysians at a surreal night-time ceremony on the 11th floor of a government building in Donetsk that has been occupied by the rebels, TSN reports by quoting The Guardian. They have signed documents to recover the black boxes.

The Verkhovna Rada of Ukraine adopted as a basis the draft law on counteraction and prevention of terrorism, and overcoming consequences of secessionist activity on the territory of Ukraine (deseparatization). 228 members of parliament out of 265 voted for this. The law determines that separatism is the actions which aim are to divide Ukraine’s territory by ethnic, language and religious motives to create a new state with broad autonomy. The law defines deseparatization as the set of measures to react against any separatists’ actions and to prevent those threats in the future. The Verkhovna Rada adopted the Law “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine about the quantitative composition and termination of deputy fractions”. The bill was registered under No. 4307a. The law establishes that a deputy fraction (deputy group) which is less than the minimum number of the people’s deputies of Ukraine, determined by part four of article 59 of the Rules of Procedure, shall be dissolved by the Chairperson of the Verkhovna Rada in 15 days after the case. At first parliamentary session, the Communist fraction has the least number of deputies, and several of them have left the fraction since then.
