Führer „Donezker Volksrepublik“ Sachartschenko brachte die Verhandlungen in Minsk beinahe zum Scheitern. „Waffenruhe“: Terroristen beschossen 112 Mal ATO-Positionen. Die Analyse der Situation in der ATO-Zone in den ersten 24 Stunden nach Beginn der Waffenruhe zeugt, dass die illegalen bewaffneten Truppen die in Minsk unterzeichneten Abkommen nicht befolgen. Das teilte die ATO-Pressestelle mit. „Unsere Soldaten haben das Feuer nur als Antwort geöffnet“, heißt es in der Mitteilung. Seit Beginn der Waffenruhe haben die Terroristen 31 Mal Raketenwerfer, 4 Mal Panzer und 56 Artillerie und Mörser eingesetzt. Wie es weiter bemerkt wird, hat die Zahl der Angriffe auf die ukrainischen Sicherheitskräfte in Richtung von Debalzewe im Vergleich zu anderen Tagen gestern sogar zugenommen. 88 Mal hätten die Terroristen die Stadt Debalzewe und die umliegenden Dörfer mit allen Arten von Waffen angegriffen. Von einer Föderalisierung der Ukraine kann keine Rede sein – Parlamentspräsident. Die Minsker Vereinbarungen sehen für den Donbass eine Dezentralisierung sowie Lokalwahlen nach ukrainischem Recht vor, und keine Föderalisierung. Das betonte der Parlamentspräsident Wolodymyr Hroisman. “Die Regionen Donzek und Luhansk gehören zur Ukraine. Die Ukraine ist ein souveräner Staat und unteilbar”, so Hroisman. Von einer Föderalisierung der Ukraine oder irgendwelchen anderen Autonomien könne keine Rede sein. “Natürlich braucht die Ukraine eine Dezentralisierung der Staatsmacht. Natürlich müssen lokale Wahlen nach ukrainischem Recht abgehalten werden, um das Vertrauen in die lokalen Behörden wiederherzustellen. Die Freischärler beschossen Donezk, um die Soldaten zu beschuldigen – ATO-Stab. „Laut operativen Informationen beschossen die Terroristen heute um zirka 12 Uhr Donezk mit schwerer Ausrüstung, wodurch ein Wohnbezirk getroffen wurde“, heißt es in einer Mitteilung. „Es ist auch bekannt, dass die Freischärler eine Pressekonferenz für russische Medien vorbereiteten, um die ATO-Kräfte zu beschuldigen, die Feuerpause zu verletzen“, merkte der Stab an. Der ATO-Stab in den Gebieten von Donezk und Luhansk teilte offiziell mit, dass Einheiten der ukrainischen Streitkräfte und andere Militärformationen nicht an dem Beschuss von Donezk beteiligt waren. Russische Journalisten verbreiteten Video, wie sie Debalzevo mit Separatisten beschiessen. Dabei wurde Debalzevo durch Artillerie beschossen. Dieser Video wurde von Saponkov am 14. Februar vor dem Waffenruhenanfang verbreitet. Er (Sapankov) zusammen mit Jourmanilsten Russia Today und „Moskauer Komsmolez“ reagierten ganz lustig auf Artileriebeschüsse von Debalzevo. „Es gibt keine Einkesselung von Debalzevo. Und das ist dock kein Übungsplatz,“ – dies haben sie ironisch gesagt. Heads of Ukrainian and German parliaments condemn Crimea’s annexation, demand Savchenko be set free – joint statement. “Heads of Ukrainian and German parliaments demanded that Savchenko, the pilot who was taken captive at the end of June, MP of Ukrainian parliament and member of Ukraine’s delegation to PACE, be set free” reads the joint statement of Chairman of the Verkhovna Rada of Ukraine Volodymyr Hroisman and President of the Bundestag Norbert Lammert. According to the statement, the parliament heads condemn the illegal annexation of the Autonomous Republic of Crimea and Sevastopol by Russia. Der Export aus der Ukraine übertraf im Januar den Import um 100 Mio. Hryvna. Der positive Außenhandelssaldo bei Waren betrug laut Ergebnissen vom Januar 2015 100 Mio. Hryvna, heißt es auf der Website des Staatlichen Fiskaldienstes der Ukraine. Laut Angaben des Fiskaldienstes importierte die Ukraine Waren für 2,9 Mrd. USD und exportierte Waren für 3 Mrd. Hryvna. Der Exportanteil in Länder der Europäischen Union betrug 36 Prozent und der Importanteil 38 Prozent, während der Export in GUS-Länder 16 Prozent betrug und der Importanteil 26 Prozent. “Minsk agreements-2” and conclusion of talks with the IMF are the main events of the last week. Kyiv assesses interim results of the talks with IMF very carefully, while planning practical steps and communication activities for such measures as budget expenditures cut, increase of tariffs and reforming of “Naftogaz” National JSC.
Authorities are getting ready to a series of commemoration events for the “Heaven’s Hundred” and the anniversary of the tragic events at Maidan in Kyiv on 18-20 February. Recently appointed Prosecutor General Shokyn reported that Oleksandr Yefremov, one of the “Party of Regions” leaders had been detained and indictment charging former Head of Kyiv city administration Oleksandr Popov had been sent to the Shevchenkivsky district court of Kyiv.

At the same time, the mission indicates that it has been informed about “numerous unconfirmed cases of ceasefire violation.” Also, observers have noted that they could not get into Debaltseve, which is subjected to intense fire. “DPR” leader Aleksandr Zakharchenko declared intention to “fight back Mariupol” and “take over Kharkiv where the people are already waiting for separatists”. By saying so he has indirectly contributed to the discourse on potential loss of sovereignty by Ukraine resulting from implementation of the “Minsk agreements-2”.

The government is planning to gradually equalize gas prices and utility rates during two years. Also, the system of subsidies will completely change. Prime Minister noted that the total amount of subsidies is currently 12.5 billion UAH.

Cabinet of Ministers intends initiating adoption of changes to the state budget-2015 by the Parliament that foresee increase of the revenue side of the budget by UAH 22 billion. According to Prime Minister Yatsenyuk the increase will mostly come “from additional VAT return” (additional burden on business). Earlier analysts claimed that main increase of return – UAH 139,2 billion in total – was foreseen via three channels: increase of import duties (twice compared to the 2014 plan) , income tax (three times) and advance payment of the National Bank income (2,9 times).
