Ukraine strikes oil terminal at Russia’s Baltic Sea port, oil refinery in Ufa

Ukraine struck an oil terminal at the port of Primorsk in Russia’s Leningrad region and the Bashneft-Ufaneftekhim oil refinery in Ufa in the Bashkortostan Republic, the General Staff of the Armed Forces of Ukraine said on social media Monday. The strikes caused fires at both sites. Local Russian authorities said dozens of drones were intercepted over the Leningrad region overnight on Monday. The Pulkovo airport in Saint Petersburg was temporarily closed.

“Yesterday and overnight on March 23, Ukraine’s defense forces hit important facilities of the fuel and energy infrastructure of the Russian Federation. Particularly, the Transneft – Primorsk port oil terminal was hit,” Ukraine’s General Staff said. According to preliminary information, the strikes damaged not only storage facilities at the terminal, but also its oil-loading infrastructure, it added, confirming a fire at the site.

The port of Primorsk ships around 60 million tons of oil annually. Russia spends the proceeds from oil exports on its war against Ukraine, the message reads.

The drone strike was carried out by the Alfa Special Operations Center of Ukraine’s Security Service in cooperation with other branches of the Ukrainian military, an unnamed source in the security service told news site Ukrainska Pravda.

It added that the port of Primorsk is Russia’s key facility for the exports of oil in the Baltic Sea and is home to its shadow fleet. More than 46.6 million tons of oil were shipped from the port in 2025.

Storage tanks with oil and oil products were on fire. Staff evacuation was ordered.

Ukraine also struck the Bashneft-Ufaneftekhim oil refinery in Ufa, causing a fire there, the Ukrainian General Staff said.

The facility’s primary refining capacity stands at around 6 to 8 million tons a year. The refinery is located nearly 1,400 kilometers from the border with Ukraine, it said.

“The facilities in question refine oil as well as store and transport fuel and lubricants used to supply [Russia’s] occupying army. The scale of the damage is being clarified,” the message reads.

The Bashneft company is part of Rosneft and runs three oil refineries located in Ufa.

The port of Primorsk is an end point of the Baltic Pipeline System.

Russia lost 6,090 killed and wounded in four days of assaults

Russia lost 6,090 soldiers killed and wounded over four days last week as it intensified offensive operations, Commander-in-Chief of the Armed Forces of Ukraine, General Oleksandr Syrskyi said in a post to social media on Monday.

“Between March 17 and March 20, 2026, the enemy increased the intensity of assaults. The adversary tried to break through our defensive orders in several strategic directions at once. Fierce battles raged along the entire front. The enemy conducted a total of 619 assault actions in these four days,” Syrskyi said.

Most of the assault operations took place in the Pokrovsk and Oleksandrivka directions. Russian forces carried out 163 attacks on the Ukrainian troops’ positions in the Pokrovsk direction, and 96 attacks in the Oleksandrivka direction.

The situation in the Kostyantynivka direction maintained almost the same level of intensity with Russian forces staging 84 assaults. The directions of Ocheretyne, Lyman and Kupyansk together account for more than 150 combat engagements.

“Despite the colossal pressure and deployment of large reserves, the Russian command failed to fulfil the tasks it was given. Ukrainian troops managed to stop the adversary’s offensive operations in several directions thanks to their professional and coordinated actions. High-intensity battles continue in some sections of the front line, but the enemy had to regroup its forces,” Syrskyi said.

Russia is trying to deploy fresh troops and is preparing to continue attacks. It expects to exploit worsening weather conditions in the hope that they will impede the efficiency of Ukraine’s aerial reconnaissance, drones and artillery, he added.

“The Russian command threw tens of thousands of soldiers into the ‘meat assaults,’ but the price for this attempted offensive turned to be catastrophic for the aggressor. Over four days of intense assault operations, the enemy lost more than 6,090 soldiers killed and wounded. The enemy’s losses over the week stood at around 8,710 killed and heavily wounded,” Syrskyi said.

Ukraine’s defense forces destroyed a large number of Russian weapons and materiel. “We were ready for an increase in the intensity of assaults by the Russian horde, so we made the necessary managerial decisions. The troops were reinforced and supplied with military equipment, weapons and munitions,” Syrskyi said.
