Russia and its proxy forces in Ukraine are operating 21 locations used to detain, interrogate and process prisoners of war and civilians, according to a report by Yale University researchers backed by the U.S. State Department published on August 25.

Russia’s apparent filtration system for persons within Donetsk oblast, researchers note, violates multiple elements of international humanitarian law and raises multiple potentially grave human rights issues.

The study, which is part of efforts to hold Russia accountable, is based on open-source information with very high-resolution satellite imagery.
