The USAID Program “Decentralization Offering Better Results and Efficiency” (DOBRE) is a nine-year program, implemented by Global Communities and funded by the United States Agency for International Development (USAID). DOBRE collaborates closely with 100 territorial communities (TCs) in ten regions of Ukraine to help them realize the benefits and cope with the challenges of decentralization. The DOBRE program provides technical and material support to TCs to help them govern themselves effectively, openly, and accountably; to respond to the needs of citizens; and to do so with the active and effective participation of their citizens in decision-making and policy-making.

DOBRE’s support includes strategic planning; spatial planning; financial management; municipal services; local economic development; strengthening the capacity of local self-government bodies; good governance practices; as well as gender-oriented and youth policies. During 2022-2025, the DOBRE Program will collaborate closely with at least 60 TCs of Ukraine to help them recover from the war and resume their development. The DOBRE Consortium is led by Global Communities and includes the following partner organizations: the Ukraine Crisis Media Center (UCMC), the Jerzy Regulsky Foundation in Support of Local Democracy (FSLD/FRDL), and the Malopolska School of Public Administration at the Krakow University of Economics (MSAP/UEK), Poland.
