Security Culture in Times of War: How to Ensure Resilience of Society and Institutions?

A culture of crisis and emergency preparedness is an integral component of both societal and individual resilience. 

Security culture primarily involves the analysis of existing and potential risks and determination of their priority level, society’s awareness of them, and acquisition of the necessary skills on how to act in an extreme situation by citizens.

The task is not only survival, but also the uninterrupted functioning of services, institutions, communities and their development in permanently unstable conditions. 

In accordance with international practices, the formation of an end-to-end security culture relies on intersectoral interaction for a common understanding of risks, an integrated assessment of the crisis readiness of various communities and social groups, and the effectiveness of anti-crisis measures based on flexible forecasting and response algorithms.

On August 29, 2024, from 15.00 to 17.00, the UCMC will host an open discussion “Security culture in conditions of war: how to ensure the resilience of society and institutions?” organized by the Resilient Ukraine NGO in partnership with the School of Mediapatriots NGO.

The goal of the event is to discuss international experience in strengthening security resilience in view of its relevance for Ukraine in the conditions of a full-scale and long-term war, as well as to review specific cases implemented in Ukraine and to determine the prospects for their further institutionalization in the form of protocols and response algorithms.

Special attention will be paid to assessing the potential of intersectoral cooperation of the involved entities and the adaptability of the security system to new challenges.

The discussion will focus on safety culture in the following areas: 

• Energy sector and critical infrastructure; 

• Security infrastructure; 

• Cyber ​​security and media literacy; 

• Security of the educational and other social environment; 

• Educational security; 

• Resilience of communities and UTCs; 

etc. 

We invite international experts, representatives of NATO, EUAM, OSCE, embassies in Ukraine, international donor organizations, representatives of central and local authorities, the Armed Forces of Ukraine, the Ministry of Internal Affairs, the State Emergency Service, the National Police, analytical centers, public organizations and charitable foundations to participate in the discussion. 

The event is held as part of a series of public discussions organized by the Resilient Ukraine NGO with the aim of raising awareness of the diversity of resilience and its components.
