Civil Service in Ukraine and directions of its reform and development

On December 11 at 10:00, the Centre of Policy and Legal Reform invites you to join the presentation of the Concept and Analytical Note “Civil Service in Ukraine and Directions of Its Reform and Development”. The civil service institution requires strengthening and reforming to enhance its capacity in the conditions of the ongoing war, dynamic European integration and further recovery.

Analyses of the issues of civil service, which requires strengthening and reforming to enhance its capacity in the conditions of the ongoing war, dynamic European integration and further recovery will be discussed. 

Since the reform that was launched with the adoption of the Law of Ukraine “On Civil Service”, during 2016–2024, many of its essential provisions were amended (over 35 times) by other laws, which were consistently advocated by civil society after the Revolution of Dignity, primarily regarding open access of citizens to the management of public affairs based on merit.

The current SIGMA Monitoring Report on Ukraine’s compliance with the OECD/SIGMA Principles in the “Civil Service and Human Resources Management” Chapter shows a clear regression compared to previous years. Besides, the European Commission in the annual EU Enlargement Package Report published on October 30, 2024, in Chapter “Public Administration Reform” of Cluster 1 “The Fundamentals of the Accession Process” drew attention to a number of problems. 

Given the relevance of the topic, experts of the Centre of Policy and Legal Reform have formed conceptual provisions of a modern vision of the development of the civil service with a preliminary review of problematic issues and proposals for their resolution. They have been included in the Concept and Analytical Note on the topic “Civil Service in Ukraine and Directions of Its Reform and Development”.

During the event, analyses and proposals for legislation will be presented, taking into account the best experience of EU member states and international organizations, which should be implemented in Ukraine. Leading experts, representatives of government bodies, and international partners will participate in the event.
