How the Kremlin Targets Bilateral Relations

Hybrid influence takes many forms, and some of them are less obvious and direct – such as undermining partnership between other states. The Kremlin, which repeatedly tries to persuade the world that Western alliances are failing, uses this strategy to produce “evidence” of such claims. 

  •  It relies heavily on the existing problems, fueling them;
  • Russian government tries to raise mutual hostility in target countries;
  • The toolkit includes provocations, bribes, disinformation and more.
