Commissioner for Human Rights Liudmyla Denisova: The russian introduced a new access system in Mariupol.
«To enter or leave the city you need to get one-time passes for cars and passengers, which are valid for three days. Passes are issued by the commandant’s office of the occupiers in Mangush and Vynohradny», – said Denisova.
To travel in the Mariupol district without entering the city also requires a pass, which must be obtained in Mangush. Travel from Mangush to Yalta or Urzuf is impossible without it. The term and procedure are similar.
According to her, аnother pass is needed to move by car in Mariupol between administrative districts. The queue for permits is scheduled for several weeks.
By restricting the freedom of movement of citizens, the occupying country violates the International Covenant on Civil and Political Rights of 1966, Article 12 of which guarantees everyone the right to freedom of movement.
