The flow of lies is a propaganda technique, which consists in the repeated and continuous distribution of a large number of messages on a particular topic through various channels of communication. In this technique, continuity, massiveness, and ubiquity are more important than the quality of the information itself, consistency, or truthfulness. Russia has been actively and successfully using this method since 2014. The flow of lies includes both traditional media – TV channels, press, radio – and social networks, bloggers, messengers.
It is quite difficult to counteract the flow of lies. Experts note that restricting the flow of lies and operativeness are the most effective. Once an event has occurred, the interpretation of which would be used in the flow of lies, anticipating and presenting one’s own interpretation can knock the weapon out of the opponent’s hands. It is also important to counteract the effects of the flow of propaganda, not the propaganda itself. That is, if the flow of lies claims that country X is a failed state, one should not deny the failure, but must actively prove success.
