In 2020, one of the key hybrid operations in Ukraine was the promotion of “external governance” narrative. It was actively pushed by Viktor Medvechuk and his pro-Russian party “Opposition Platform – For Life”.
However, many of the tactics, including a paid protest in front of the US Embassy, are not new. They were taken straight out of the playbook of Vladislav Surkov – former Putin’s aide and the main architect of Russian aggression in Ukraine.
In 2016 some of his emails were leaked, which presented an opportunity to study how Kremlin’s hybrid warfare machine works on the inside.This opportunity was seized by Robert Seely, British MP, and Аля Шандра (Alya Shandra), Editor in Chief of Euromaidan Press, who created a SurkovLeaks report: https://bit.ly/37QvVx6
Their report shows how Kremlin studied Ukraine and used its weak spots to destabilize Ukrainian society and promote the idea of “federalization” through events sponsored directly by Russian government.
