This was explained by representatives of civil society, prominent public figures, and experts in Ukrainian constitutional law and international law. Among them:
- Valerii Chaly, Chairman of the Board of the Ukrainian Center for European Policy, member of the Ukrainian Association of International Law, Extraordinary and Plenipotentiary Ambassador
- Hanna Hopko, Chair of the Committee on Foreign Affairs of the Verkhovna Rada of the VIII convocation and Chair of the Board of the NGO “Network for the Protection of National Interests ANTS”
- Yuliia Kyrychenko, Board member of the Center for Policy and Legal Reforms (CPLR), Head of the Constitutional Department at CPLR, Co-chair of the Reanimation Package of Reforms, Candidate of Legal Sciences
- Andrii Mahera, Deputy Chair of the Central Election Commission (2007–2018), expert in constitutional law, Honored Lawyer of Ukraine
