National Guard improves internal audit in line with European standards – National Guard of Ukraine

Ukraine’s National Guard will be reformed with donor assistance. IT equipment, converting of databases to e-format, staff trainings is to ensure the agency’s transparency.

Kyiv, May 26, 2016. In the framework of the Nordic-Baltic assistance program (NBAP) Ukraine’s National Guard plans to improve the system of its internal audit, said Volodymyr Grabchak of International Cooperation Department of the National Guard at a press briefing at Ukraine Crisis Media Center. “IT equipment is the main factor in the process of combatting corruption. It is going to help us reach a new level of counteracting corruption,” he said. Colonel Grabchak explained that e-database of personnel, logistics, medicine etc. is on the agenda. It will enable internal audit check activities in the above areas online. He added that the work is a very thorough process and will be introduced gradually. Personnel that will be accomplishing these activities are to pass special training.

According to Kurt Refsgaard, Senior IT-Projects Manager of the Ministry of Defense of Denmark organizational structure of the National Guard has been changed so that many actions can be accomplished online. In his opinion it is also going to ensure transparency. Moreover it will be impossible to destroy the documents as backup will be always in place. Refsgaard said that Scandinavian countries will be able to assist with purchase of respective equipment.

Colonel Sergiy Matuzka, head of the Internal Audit Department of the National Guard of Ukraine added that cooperation in the framework of the NBAP will help unite European experience with own best practices.
