30 Years of the Budapest Memorandum: Time for a Rethink

The roundtable will be held in the UCMC press center at 2 Khreshchatyk St. (Ukrainian House) on December 5, 2024 at 14:30.

The meeting will be attended by the people’s deputies of Ukraine from the relevant committees of the Verkhovna Rada of Ukraine, experts in international relations, international law, and nuclear safety.

The growing threats from the aggressor, Russia, including its ever-increasing rhetoric around the use of nuclear weapons, have taken on a new and alarming dimension. This is particularly true following demonstrations of its “experimental” launch on the city of Dnipro from what is considered a significant and advanced missile system. Thus, Ukraine’s current priority is to secure appropriate security guarantees from nuclear-armed states under these fast-evolving conditions.

Thirty years have passed since the signing of the Budapest Memorandum on Security Assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons. Nevertheless, all parties involved still lack a unified and agreed interpretation of the memorandum’s legal nature, and the mechanisms for its now vital implementation.
