Transparency in the second year of full-scale war: what results Ukrainian cities showed

On April 17, at 10:00 a.m., Transparent Cities program of Transparency International Ukraine will present the second study of Ukrainian cities’ transparency in wartime using an updated methodology.

In 2023, society underwent significant changes— Ukrainians became more demanding and less tolerant of unmotivated withholding of information. The situation was fueled by corruption scandals at both the state and local levels. However, the problems caused by the war did not disappear either.

Transparent Cities program of Transparency International Ukraine has been evaluating the transparency of city councils for seven years. Since the beginning of the full-scale war, the methodology has been adapted. This year, the program presents the second ‘war’ study (for 2023), in which analysts evaluated an additional 10 front-line municipalities.

Which cities made a stunning leap and become transparent? How did the frontline cities cope with the challenges? What did local self-government succeed or fail to do? Which cities withhold information and which offered innovative solutions? We will talk about these and other issues during the presentation.

Following the announcement of the results, there will be an expert discussion with specialists in the field of municipal administration, central government and civil society organizations.

The main topics to be discussed:

  • challenges of local authorities and citizens: how and what do local governments cope with?
  • good governance practices in times of war and tools that will stimulate transparency and strengthen Ukraine on the way to European integration;
  • open data and access to information: the need for cities to have unified, clear and public rules of interaction with the central government.

We invite representatives of local governments, state authorities, the public sector, the media, experts and concerned citizens to join the online presentation of the research and discuss the challenges and positive practices of cities.

We would like to remind you that on December 14, European leaders decided to start negotiations on Ukraine’s accession to the EU. TI Ukraine is convinced that it is now more important than ever for our cities to work on transparency, because Ukrainian society demands it, and further successful European integration and recovery is impossible without transparent processes.
