This quote is an interesting case of pro-Kremlin actors following the #KremlinNarratives to the point where the reality very obviously does not match the message.
President Zelensky is a Russian speaker (he uses Ukrainian only during official events) and he was known to entertain the idea of introducing Russian as a regional language in Ukraine, for which he even received some criticism.
However, Kremlin constantly depicts Ukraine as a nationalist state, where Russian speakers are persecuted and thus Viktor Medvedchuk has to perpetuate this lie even if his audience knows this is not the case.
