Overview

Ukraine’s security situation remains fragile. Low-intensity military conflict in the east continues to claim lives and, with the deadline for allowing Ukraine to control its eastern border having expired in December 2015, the implementation of the Minsk II agreement has stalled.

Ukrainian Foreign Minister Pavlo Klimkin will outline recent diplomatic efforts to revive the peace process. He will discuss whether Minsk II still holds traction in Ukraine, his views on the best ways to enforce the ceasefire in Donbass and what leverage, if any, the West has over Russia to ensure compliance with the agreement.
