Challenges of evacuating detention centers near the front line

Russian aggression against Ukraine caused the evacuation of not only the civilian population but also many state institutions, including prisons. The evacuation of prisoners rests entirely on the shoulders of the state and is a challenging task because it requires additional security control.

Part of the prisons, prisoners and workers could not be evacuated in time, so they remained under the occupation of the Russian army. Part of such institutions continued to be evacuated depending on the situation on the front line.

The full-scale invasion of the Russian Federation presented the Ukrainian authorities with several seemingly impossible tasks at once. Still, the government was able to fulfil its security functions to one degree or another.
