The fate of civilians illegally detained by the Russian Federation

The issue of Ukrainian civilians illegally detained by Russia remains a pressing concern, with international bodies like the UN and International Red Cross Comitee can’t influence Kremlin authorities. According to Ukraine’s human rights commissioner, Dmytro Lubinets, only a few dozen civilians have been released so far, highlighting the challenging nature of securing their freedom.

The situation is complicated by Russia’s attempts to classify some detained civilians as prisoners of war, which Ukraine and international organizations argue is both illegal and dangerous.Detention of civilians must adhere to strict rules under the Geneva Conventions and cannot be used as punishment.

However, reports suggest that Russia is detaining civilians arbitrarily, often without clear reasons, targeting volunteers, journalists, and teachers among others. The scale of the problem is significant, with satellite imagery revealing the transformation of civilian buildings into high-security detention centers in occupied areas.
