War in the digital dimension and the right to access information

The Russia-Ukraine war has seen the deployment of cyber warfare and disinformation strategies by Russia, disrupting Ukraine’s communications infrastructure. This digital dimension of the conflict highlights the crucial role of digital technology in modern warfare, with cyberattacks increasing as the conflict escalates.

In response to Russia’s actions, the EU has taken measures to support Ukraine, including boosting communications infrastructure resilience, banning Russian propaganda, and strengthening the anti-disinformation toolbox. The right to access information is a critical aspect affected by these cyber operations, as the disruption of communications infrastructure impacts the flow of information.

Furthermore, social media such as X (former Twitter), Facebook and Instagram are flooded with disinformation resources, and moderators ignore a lot of propaganda. The conflict underscores the significance of safeguarding access to information and the digital infrastructure in the face of cyber warfare and disinformation tactics.
