The development of a plan with a deadline of at least 2030 was announced on May 1 by the adviser to the so-called “head” of Crimea on information policy Oleh Kriuchkov.

  • At the same time, the Russian occupation regime is trying to persuade the local population to finally establish control over the occupied territories. On May 1, in Henichesk, the newly appointed “head of the City Council” Andrii Klochko organised a solemn raising of the Russian flag. However, the townspeople ignored the Russian “holiday”.
  • Several private enterprises in the Rostov region received orders to produce seals and stamps for the occupation administrations of Mariupol. The list of institutions that will receive new “attributes” includes educational institutions, hospitals, police, registry offices, and administrative institutions. Even though most of them are now destroyed by Russian troops.

The Kremlin has stepped up amid the abolition of celebrations in the United States on the anniversary of the 1945 meeting of Soviet and American troops on the Elbe. On April 25, several Russian-language and English-language Russian propaganda media circulated a comment by Frank Cohen, in which he stated that “someday Russia and the United States will become friends again.”

That is not the first manipulative use of Cohen’s comments. For more than a decade, on the eve of May 9, the Kremlin recorded an interview with an American veteran to glorify its victory in World War II.

After February 24, Cohen actively criticised Russia’s boycott of other countries through Kremlin media mouthpieces. However, the American expert refrains from expressing his position on the war unleashed by Russia.

The European Union hopes to pass the sixth round of sanctions against Russia at the next meeting of the EU Foreign Affairs Council, the bloc’s chief diplomat said on Monday.

Josep Borrell told a news conference in Panama City, where he is on an official visit, the bloc hopes to curb Russia’s energy exports as part of its efforts to sanction Moscow over its invasion of Ukraine.

The European Commission is expected to propose the package of EU sanctions this week, including a potential embargo on buying Russian oil – a measure that would deprive Moscow of a large revenue stream, but that has so far divided EU countries.

Borrell, who chairs the Foreign Affairs Council meetings, said he hopes the EU will be able to take “measures to significantly limit these imports” but conceded so far there is no agreement from all the members.

“But I am confident that, at least with regard to oil imports, this agreement will be possible between now and the next Council meeting,” he added.

The Council has meetings scheduled for May 10 and May 16 later this month.
