The enemy continues to conduct full-scale armed aggression against Ukraine.

  • In the Volyn and Polissya directions, the enemy did not take active action. There is an increase in electronic reconnaissance and electronic warfare systems in the border areas of Gomel region with Ukraine. Units of the 48th separate battalion of electronic warfare of the Western Operational Command of the Armed Forces of the Republic of Belarus have been set up in the districts of Klimovka and Dymamerky. In addition, the enemy conducted training of regular forces and air defense.

The threat of missile and air strikes on the objects of civil and military infrastructure of Ukraine from the territory of the Republic of Belarus remains.

  • In the Sivershchyna direction, the FSB border service units of the Russian Federation continue to carry out enhanced protection of the Ukrainian-Russian border in the Bryansk and Kursk regions. The regrouping of enemy troops continues.
  • In the Slobozhanshchyna direction, the occupiers continue to partially block the city of Kharkiv with units of the 6th All-Army, Baltic and Northern Fleets, and try to fire on units of our troops and critical infrastructure.
  • In the Izium direction, the enemy conducts air reconnaissance of the positions of our troops in order to determine possible directions of attack. • In the Donetsk and Tavriya directions, fighting took place along the entire line of contact.
  • During the day, the enemy carried out assault operations in the direction of Sloviansk, established itself in the village of Lozove. In the areas of Zelena Dolyna and Kreminna, the enemy continues to consolidate its occupied positions, regroup and prepare for offensive operations.

The United Nations says that Russian actions in Ukraine, which have included summary executions of civilians, may amount to war crimes.

“Russian armed forces have indiscriminately shelled and bombed populated areas, killing civilians and wrecking hospitals, schools, and other civilian infrastructure, actions that may amount to war crimes,” Ravina Shamdasani, a spokeswoman for the Office of the High Commissioner for Human Rights, said on April 22.

15:44 Ukrainian Parliamentary Commissioner for Human Rights Liudmyla Denisova

“Russian peace” took the lives of more than 100 residents of Popasna, Luhansk region.

Today, the city still has more than 2,500 residents hiding in bomb shelters. Before the war, there were more than 20,000.

The Russians control about half of the city, so the evacuation of civilians is very difficult, the same as the delivery of humanitarian goods.

Russians deport people from the occupied part of Popasna to Pervomaisk.

There are no surviving houses left in the town, and only military doctors can provide medical care.

The enemy is systematically destroying Ukrainian cities on its way by committing war crimes and crimes against humanity following Articles 7 and 8 of the Rome Statute of the International Criminal Court and in violation of the 1949 Geneva Convention.

I appeal to the UN Commission for Investigation of Human Rights Violations during Russia’s military invasion of Ukraine to take into account these facts of crimes and human rights violations in Ukraine.

Russia’s military command has announced the Kremlin’s intention to fully establish control over Luhansk, Donetsk, and southern Ukraine to enter Transnistria. This was reported by Russian media.

11:39 Security Service of Ukraine

Law enforcement officers urge believers to be especially vigilant on Easter – the enemy can arrange provocations. Russian propaganda has spread allegations of possible violence against believers during the Easter holidays and church services in Ukraine.

Thus, the Russian media is already preparing the ground for provocations by the Russian army and is shifting responsibility for them to representatives of “nationalist associations” in advance.

“The Security Service of Ukraine and the National Police will make every effort to ensure that Easter is safe. However, citizens should keep in mind that our country is at war and that the enemy is ready to take any action against the civilian population. He also lacks respect for churches and shrines, as evidenced by the numerous bombings of such sites,” stated SSU.

10:20 Head of the Luhansk Regional Military Administration Serhii Haidai

The Russians disrupt the evacuation: Rubizhne is under fire, so the bus could not get there.

“We will try to get to the southern part of Rubizhne by car because people are waiting to be picked up and brought food there. Unfortunately, the evacuation bus did not arrive – heavy artillery fire began. The Russians are not allowing the civilian population to be saved; they are blocking people in constantly shelled cities,” said Haidai.

10:10 Centre for Countering Disinformation at the National Security and Defence Council of Ukraine

Disinformation theses of the Ministry of Defence of the Russian Federation about the situation in Ukraine over the past day.

The most manipulative information was that, on April 21, the enemy “took Kreminna and went to the border of Kharkiv region.”

Propaganda media RIA devoted about ten different materials to this “victorious” topic. In one of the videos, a Russian correspondent tests the road that connected Kharkiv and Luhansk regions through Svatove, Starobilsk, and Shchastia.

The analysis showed:

  • On March 2, the Russian Federation had already reported on the establishment of control over Starobilsk and Svatove by the so-called “LNR” troops;
  • Shchastia, according to the Kremlin, was captured by the occupiers on February 26;
  • The Russian army has already “liberated” Kreminna: on March 8 and April 1;
  • All published by the Russian Federation maps of hostilities from March 15 depicted the border between Luhansk and Kharkiv occupied.

These facts are confirmed by the data of the Ukrainian intelligence, according to which the Russian generals are trying to get at least some victories before Easter.

10:41 Energoatom

Ukraine has recorded another act of nuclear terrorism by Russia. The South Ukrainian nuclear power plant has become a new target threatened by Russian cruise missiles.

On April 16, 2022, over the platform of the station three cruise missiles released probably from the territory of Belarus in the direction of Mykolaiv passed. One of them was recorded by NPP surveillance cameras.

“The threat of aiming at a nuclear reactor with possible consequences – a nuclear catastrophe – was high. This is another act of nuclear terrorism in Russia, which threatens the security of the world! Once again, we call on the IAEA to take all possible measures to stop Russia’s nuclear terrorism, withdraw Russian troops from the territory of the ZNPP, and establish demilitarized zones around Ukrainian nuclear power plants,” the statement of Energoatom said.

8:45 Centre for Countering Disinformation at the National Security and Defence Council of Ukraine

Centre for Countering Disinformation collected fakes, manipulation, and disinformation that the enemy spread on the morning of April 22, 2022:

  • Fake: despite denials from the head of the Luhansk Regional Military Administration, Serhiy Haidai, the Russian Defence Ministry continues to claim that Russian occupation forces managed to break through in Rubizhne and Popasna in the Luhansk region;
  • Manipulation: Russia is preparing provocations under the “foreign flag”. Russian troops are collecting and plan to deliver to the territory of the border regions of Russia fragments of downed Ukrainian “Bayraktars” to prepare for large-scale provocations;
  • Manipulation: The Russian media do not stop trying to identify the Ukrainian military with the soldiers of the Third Reich. To this end, they publish pseudo-scientific studies stating that “the Nazis, like modern Ukrainian nationalists, carried out some of their bloody actions to discredit the Soviet liberation soldiers.”

Rebuilding Ukraine following Russia’s invasion will cost $600 billion, the nation’s prime minister said, calling on members of the International Monetary Fund to donate 10% of their reserve assets received from the institution to support the effort.

In the short term, Ukraine needs $4 billion to $5 billion per month in funding, Denys Shmyhal said at a ministerial roundtable Thursday organised to support the country at the International Monetary Fund and World Bank spring meetings in Washington. In the longer term, the nation needs a recovery strategy similar to the Marshall Plan for Europe after World War II.

The situation in Kherson and Mykolayiv regions remains steadily tense.

The humanitarian corridor planned for today from the occupied villages of the Kherson region to the Dnipropetrovsk region did not work. The occupiers did not comply with the agreements, did not stop the shelling, and detained the evacuation column at the checkpoint. The cars were forced to return and could not take people out of the occupied villages of the Kherson region.

The enemy continues to look for ways to advance west of the occupied defensive lines. Ukrainian units repulsed two enemy attacks in an attempt to advance to the administrative border with the Mykolaiv region. During the fighting, the enemy suffered losses and retreated.In the Black Sea, the Russian naval group was reformatted and continued to search for the floodplain of the Moskva flagship. Their location eloquently indicates the persistence of the threat of missile strikes.
