  • The withdrawal of separate units from the territory of Kyiv and Chernihiv oblasts continues, as well as the regrouping of enemy troops, presumably to create strike groups in the Slobozhansky and Donetsk directions.
  • According to available information, in the territory of the Republic of Belarus, in the Gomel Republican Scientific and Practical Center for Radiation Medicine and Human Ecology, allegedly “wounded” servicemen of the Armed Forces of the Russian Federation who received significant doses of radiation during their stay in the Chornobyl Exclusion Zone.
  • In temporarily occupied territories of the Zaporizhzhia region, in the city of Energodar, the Russian occupiers continue to detain residents. They are suspected of organizing pro-Ukrainian actions and preparing sabotage against the invaders. Employees of the Federal Security Service of the Russian Federation are interrogating them using psychological and physical pressure.
  • According to available information, the so-called referendum is planned for April 4 in the city of Tokmak by the Russian occupiers. In particular, the occupation administration has already notified the locals about this event.
  • The city of Melitopol is temporarily controlled by the military and the enemy’s Rosguard. Occupiers continue to place artillery systems among the residential quarters, from which it fires in the Zaporizhzhia direction.
  • The occupiers did not give up the idea of introducing the educational process in educational institutions according to their own standards and in Russian in April. Educators who agree to teach subjects are promised a monetary reward. Also, the occupiers continue to try to distribute so-called “humanitarian aid” to local residents. At the same time, they appropriate Ukrainian humanitarian aid coming from the city of Zaporizhzhia.

The Russian Federation continues to conduct full-scale armed aggression against Ukraine. The Russian enemy continues to launch a systematic missile, bomb, and airstrikes on critical infrastructure, government buildings, and residential areas of Ukrainian cities.

  • The Russian occupying forces are regrouping and are likely to focus on an offensive operation in the Eastern Operational Zone.
  • There is a partial withdrawal of units of the Russian occupying forces from the Polissya and Siversky directions. At the same time, the enemy is preparing to move additional units (reserves) of the Eastern Military District to conduct hostilities on the territory of Ukraine.
  • In the Volyn direction, units of the Armed Forces of the Republic of Belarus are taking measures to strengthen the protection of the Belarusian-Ukrainian border.
  • The Russian enemy did not carry out offensive operations in the Polissya direction. The main efforts of the Russian occupiers are aimed at defending the previously occupied borders, regrouping and withdrawing troops to the territory of the Republic of Belarus to restore combat capability. To ensure the withdrawal of its units, the Russian enemy mines the terrain and infrastructure and uses artillery.

  • It is likely that the Russian enemy will strengthen the grouping of occupation troops in the Izium direction at the expense of separate units of the 1st Tank Army and 20th Combined Arms Army.
  • In the Donetsk direction, the Russian enemy continues to carry out fire and assault operations in some areas. Continues to strike airstrikes on settlements.
  • The main efforts are focused on taking control of the settlements of Popasna and Rubizhne, as well as establishing full control over the city of Mariupol.

On April 1, at 7:00 a.m., a heavy military machine, in particular a tank, was seen within the territory of the Exclusion Zone adjacent to administrative buildings (“Ostriv”). The tank moved in the direction of Chornobyl town.

As of now, the radiation situation at the ChNPP site is without changes. The monitored parameters of the equipment are within the boundaries set by the technological regulations.

Operating personnel who took a shift on March 20 continues to ensure nuclear and radiation safety.

It is impossible to establish the actual number of dead and wounded children due to the fact that the occupying forces are actively fighting in Ukrainian cities.

  • In Hostomel, the occupiers shot a car with a woman and a child. She drove only 700 meters from the house. The mother died on the spot from her injuries, and an uncontrolled car crashed into the store.
  • A woman from the Kyiv region saved two children during the shelling of a car in which she and her friends were trying to escape. Three friends of the family died on the spot. The woman managed to get out of the burning car and get the children from there – her ten-month-old daughter and her friend’s three-year-old son.
  • In Marinka, Krasnohorivka, and Novomykhailivka, the enemy used phosphorous shells again. As a result of the shelling, 11 people were injured, including 5 children. Everyone is receiving medical care.
  • As a result of artillery shelling in the Chernihiv region, two children were injured.

To date, 859 educational institutions have been damaged by bombing and shelling. 83 of them were completely destroyed.

The actions of the Russian occupation forces violated the right of children to life, which is enshrined in Article 6 of the UN Convention on the Rights of the Child. The killing of children and the shelling of peaceful settlements are crimes against humanity and war crimes under the Rome Statute of the International Criminal Court.

I appeal to the UN Commission for Investigation of Human Rights Violations during Russia’s Military Invasion of Ukraine and the expert mission set up by the OSCE participating States under the Moscow Mechanism to take into account these war crimes and crimes against humanity and human rights in Ukraine.

The convoys also include civilian vehicles (trucks, buses, minibuses, cars) that were stolen by Russian invaders during the temporary occupation of the territories. In addition, the enemy carries out the removal of looted property.
  • In the temporarily occupied territories, the Russian enemy continues its illegal actions, restricting the movement of civilians, using the houses and apartments of local residents to accommodate personnel, holding local residents and activists as hostages. Marauding and violence against Ukrainian citizens continue.
  • In some temporarily occupied by the Russian enemy areas, the Russian occupiers are trying to force entrepreneurs to switch to paying for goods and services in Russian rubles.

The thirty-sixth day of the heroic resistance of the Ukrainian people to the Russian military invasion is ending.

  • The Russian enemy, having suffered significant losses in personnel and equipment, did not succeed in blocking and capturing the city of Kyiv. The occupiers were forced to temporarily abandon this task.
  • The Russian enemy continues to strengthen groups of troops at the expense of units of the Eastern Military District. It is trying to form occupation administrations within the temporarily occupied districts of Donetsk, Luhansk, Zaporizhzhia, and Kherson oblasts.
  • In view of the above, the Russian enemy is likely to try to maintain a military presence in the southern and eastern regions of Ukraine in the near future.

  • In the Polissya direction, the Russian enemy is regrouping troops. It brought up to 5 BTGs to the territory of the Republic of Belarus. After the combat capability of the withdrawn units is restored, they are expected to be moved to other areas.
